NEPAD-IPPF 6th Oversight Committee meeting

NEPAD-IPPF is a facility, hosted by the African Development Bank’s NEPAD, Regional Integration and Trade Department (ONRI), that assists African countries, Regional Economic Communities (RECs) and related institutions prepare high quality and viable infrastructure projects and programs with a regional/continental outlook, to ensure sustainable regional economic development integration through cooperation among African countries, donors and the private sector. It strives to play a catalytic role in mobilizing resources for the preparation of regional infrastructure projects and programs in support of NEPAD’s goals for sustainable development and poverty reduction, through enhanced economic integration. The facility assesses requests for assistance from Regional Economic Communities (RECs) and implementing agencies of NEPAD programs and key opportunities for private/public partnerships and give critical and timely assistance in their preparation and implementation; provides financial support to RECs and Special Regional Agencies for project cycle and enabling environment activities, advisory services, capacity building, studies, preparation of tender documents as well as critical technical advice and assistance in analyzing projects, including review and revision of draft project proposals, and environmental and regional impact analyses; and builds consensus for appropriate policy, regulatory and institutional reforms. It also provides critical assistance to programs that can improve the enabling environment for delivery of infrastructure services.

The Oversight Committee (OC) was set up under the agreement establishing the NEPAD-IPPF to provide general policy direction and guidance, and to ensure effective governance for the activities of the NEPAD-IPPF Fund. The Oversight Committee comprises seven representatives of funding agencies (currently, Canada Fund for Africa (CIDA), Government of Denmark), and the African Development Bank (AfDB), the African Union and NEPAD Secretariat. The seminar took place in the COMESA Secretariat and was attended by representatives of CIDA, Danish Embassy in Lusaka, BMZ (Germany), DFID (UK), Norway Ministry of foreign Affairs, Development Bank of Southern Africa (DBSA), African Development Bank, Infrastructure Consortium for Africa (ICA) Secretariat, COMESA, SADC, UNECA and NEPAD Secretariat. Opening statements were made by the Chair of the NEPAD-IPPF Oversight Committee, Deputy Secretary General of COMESA, Director of NEPAD, Regional Integration and Trade, and the Permanent Secretary, Ministry of Communication and Transport of Zambia who expressed the commitment of the Government of Zambia’s to the NEPAD objectives and vision of regional integration. The Director of ONRI underscored NEPAD-IPPF plans for greater achievement, pointing out that disbursement of funds on all effective IPPF financed projects stood at 44.5% in June 2007. With portfolio improvement measures taken by the Fund, cumulative disbursement rate is projected to reach 97% by December 2007.

The seminar offered an opportunity to discuss resource mobilization for projects, the progress report of NEPAD-IPPF, perspectives on key initiatives, achievements in the first half of the year, and adoption of a proposed G8 capacity building initiative. The meeting decided that NEPAD-IPPF would work with the ICA secretariat in order to organise the NEPAD-IPPF Oversight Committee meeting back to back with a proposed meeting on Transport by the ICA.
