Regional Operations Management appointments at the African Development Bank

The President of the African Development Bank, Dr. Akinwumi A. Adesina, is pleased to announce the following Senior Management appointments:

Director General, West Africa Regional Development and Business Delivery Office

Marie-Laure Akin-Olugbade (née Ndongo-Seh)

The African Development Bank is pleased to announce the appointment of Marie-Laure Akin-Olugbade, as Director General, West Africa Regional Development and Business Delivery Office, with effect from 1st May 2018.

Marie-Laure is a Cameroonian national. Until this appointment, she was the Deputy Director General, West Africa Region business delivery office. She has over 27 years of broad and deep experience in the development sector in Africa. She joined the Bank in 1991 as Finance Assistant and has since held various positions including Senior Investment Officer, Principal Financial Analyst, Manager, Financial Technical Services Division, Resident Representative as well as Coordinator of Regional Public Private Partnership Hubs. She has over the years provided technical, operational and strategic leadership in various aspects of the Bank’s work programs and coordinated as well as provided advisory services including the leading multi- donor dialogues on behalf of the Bank.

As the Deputy Director General for West Africa Region, Marie-Laure doubled as the Country Manager for Cabo Verde, Côte d’Ivoire, Gambia and Guinea Bissau, and led the Bank’s multi- disciplinary and multicultural teams to originate and successfully deliver significantly large business transactions across fourteen countries. In the process, she managed a high performing portfolio of sovereign and non-sovereign operations in support of the Bank’s High 5 Agenda.

As the Bank’s Resident Representative in Ghana between 2010 and 2016, she led the team in the successful sourcing, structuring, negotiation, processing, delivery and monitoring of the Bank’s portfolio including private sector operations, small and medium enterprises, public and private partnership in power generation as well as tourism and hospitality industries, among others. Her leadership led to the achievement of 100% growth in non-sovereign operations over a period of three years.

Marie Laure earlier worked as Manager, Financial Technical Services Division of the Banks Treasury Department between 2008 and 2016. In this role she led the structuring and implementation of landmark innovative financial transactions in Nigeria, Botswana and Seychelles, and she implemented Risk management frameworks and guidelines across the Bank. She also served on various statutory committees such as Project Appraisal Team as well as chaired several Asset and Liability Committee meetings. In 2010, she led the drafting and publishing of the Bank’s Africa Fixed Income and Derivatives Guidebook.

Marie Laure holds a Master of Applied Economics from Université Paris IX Dauphine, Paris, France, and a Bachelor of Applied Economics from the same university. She also holds a Post Graduate Diploma in Management with specialization in Project Monitoring and Evaluation.

Deputy Director-General, West Africa Regional Development and Business Delivery Office

Serge Marie Z. N’Guessan


The African Development Bank is pleased to announce the appointment of Serge Marie Z. N’Guessan as Deputy Director-General, Regional Development and Business Delivery Office effective from 1st May 2018.

Serge is a citizen of Côte d’Ivoire and was until this appointment the Country Manager, Senegal Development and Business Delivery Office, for the African Development Bank since 2017. He brings into this role over 30 years of diversified experience in international development in Canada, the United States of America and several countries in Africa. His areas of expertise cut across several domains including project design, management and engineering, governance, donor coordination as well as strategic country operations, engagement and dialogue.

He joined the African Development Bank in 2005 as Senior Architect/Implementation Specialist. Since then, he has held several positions including Principal Procurement Specialist, Chief Governance Specialist as well as Resident Representative Togo National Office.

In his most recent role as the Country Manager in Senegal, Serge has swiftly mobilized the Senegal Country Office Staff and reinforced the country work program and dialogue with the Senegalese authorities on key strategic and operational issues. In a short space of time, he has considerably improved the performance of the African Development Bank’s portfolio in Senegal, and improved portfolio qualities against several key performance indicators. The percentage of flagged projects dropped below the institutional threshold while the portfolio disbursement rates increased significantly.

As the Resident Representative for the Togo National Office between 2011 and 2017, he pioneered the successful opening of the National office in 2012 and ensured high-quality country dialogue and technical advice to the Togolese and Beninese authorities in partnership with other implementing agencies. He helped improve the Bank’s key performance indicators and visibility and increased portfolio size and disbursement ratios significantly. In support of the African Development Bank’s High 5 agenda, Serge spearheaded and led business development and investments efforts and produced a robust pipeline of bankable projects to accelerate the delivery priorities in Togo and Benin Republic.

Prior to joining the African Development Bank, Serge worked as Partner/Division Manager in the firm of Omira Incorporated in Canada from 1996 to 2000; Chief Project Manager at Drigo Land and Livestock, Denver, Colorado; and Head of Field Engineering Unit at Societe Ivoirienne de Conception et de Realization Architecture, between 1987 and 1989.

Serge holds a Ph.D. in Regional and Urban Planning, Universite de Montreal, Canada, a Master’s degree in Architecture from the University of Colorado, Denver, USA, and a Diplome d’Ingenieur de Genie Civil, Ecole National Superieure des Travaux Publics, Yamoussoukro, Côte d’Ivoire.
