AfDB rolls out the first capacity building program on Value for Money in Social Service Delivery in East Africa

On average 40-60% of public expenditure goes to education, health and other types of social spending in Africa, which calls for improved governance, voice and accountability in social service delivery. Large inefficiencies in the use of resources in education and health have a negative impact on human capital, with drastic consequences for inclusive economic growth. In an environment of declining aid, achieving greater value for each dollar invested is critical.   In line with its Strategy for 2013-2022 and its agenda on Skills and Technology, the AfDB has developed a Value for Money...

Eritrea - Support to the Education Sector Development Programme - Project Completion Report (PCR)

The development challenge that the project addressed was the low level of human capital development. This was in tune with the Government’s need to lay the basis for sustainable broad-based economic growth. Human development indicators in the education sector improved from very low levels during the twelve years after independence (1991/92-2003/04), although they still remain low. The 2002-2004 Country Strategy Paper (CSP) of the Bank identified low human resource development as a major constraint towards sustained and broad based growth.

Domestic Resource Mobilization for Poverty Reduction in East Africa: Lessons for Tax Policy and Administration

Successful implementation of Poverty Reduction Strategy Papers (PRSPs) and National Development Plans (NDPs) depends on effective resource mobilisation and utilisation. In recent years, development aid has been crucial in filling the financing gap. However, on-going global financial uncertainty is likely to lead to reduced aid and unpredictable private capital flows to Africa. Continued stability in PRSP or NDP financing will thus depend on a country’s ability to strengthen their domestic resource mobilisation (DRM) efforts. This is especially pertinent in a region like East Africa...
