Objectives

The objective of the Support for Fiscal Transparency and Accountability Programme is to contribute to good governance in Zambia by undertaking policy measures and creating the institutional capacity to promote transparency and accountability in fiscal management. The main components of the programme include budget reforms, domestic debt management, and public procurement reform, public audits, combating corruption, decentralisation and institutional capacity building.

The project will have the following components: i) Budget Reforms ii) Public Procurement Reform iii)Domestic Debt Management iv) Public Accounts Audit v) Combating Corruption vi) Decentralisation vii) Institutional Capacity Building

Benefits

After years of poor socio-economic performance and increasing poverty, accentuated by weak macroeconomic foundations and deplorable governance record, Zambia is now determined to tackle the problem of poverty. It developed an interim PRSP and planned finalised the full PRSP in 2001. It also prepared an agenda for improving its governance record for which it requested for external financial assistance to implement. The implementation of the governance agenda is expected to play a very crucial role in creating an enabling environment to operationalise the poverty-reduction initiatives contained in the PRSP.Furthermore consolidation of the gains from recent macroeconomic reforms through the proposed programme would also play an important role both in creating conducive climate for private sector-led growth and for implementing direct social actions aimed at poverty reduction.
