The programme comprise four major components:
(i)Infrastructure provision including construction and rehabilitation of the water and sanitation facilities.
(ii)Community development including Animation of the communities to participate in design and construction as well as to strengthen their capacities to operate and manage the water and sanitation facilities installed.
(iii)Sector capacity building support to ensure long-term sustainability at all levels of the sector including private sector and NGOs through provision of operational equipment and training of staff.
Programme management provision to ensure smooth implementation through technical assistance for project supervision, consultancy services to prepare baseline studies, operating costs, audit, impact assessment studies, and evaluation & monitoring.
The overall objective of the programme is to increase access to safe water supply and sustainable sanitation thereby contributing to the achievement of the national target of 90% by 2015 and 100% by 2020 that will help achieve the Country PRSP.
The concept of the country RSS programme will comply with the Bank's RWSSI to accelerate access to safe drinking water supply and adequate to meet the MDGs through demand-driven approach and community participation using fast track mechanisms for preparation and implementation of the programme sub-projects in collaboration with international community.
(i)The project will improve the quality of the lives of the rural poor and reduce incidence of water and sanitation related diseases by accelerating the provision of safe water supply and adequate sanitation facilities.
(ii)The project will have substantial economic and social benefits and positive impact on rural income, health and education particularly on women and girls.
