The project's sector goal is to contribute to the opening up of the country's interior and promote trade between northern and eastern parts of Rwanda through a direct link between the towns of Rubavu, Musanze, Gicumbi and Nyagatare. The project's specific objectives are to:
(i) improve the level of transport service on the upgrated section and the (PAI) population's living conditions; and
(ii) build the road maintenance planning and programming capacities of the Administration.
As part of the implementation of its strategy to strengthen the national road network and open up rural areas, the Bank has approved the financial support of USD 74,47 million to the GoR for upgrading of the 125 km- long Base-Gicumbi-Rukomo-Nyagatare road section, which is a major route for trade between the northern and eastern provinces of Rwanda. It serves several towns, localities and villages, directly or through a network of rural feeder roads. This road's improvement will facilitate the link between the agricultural production areas to the consumption areas, thereby enhancing agricultural and tourism potential. Besides being a national road, the corridor is a strategic axis offering a bypass to Kigali for international flows operating via the northern corridor to and from the western and Northern provinces of Rwanda as well as the eastern regions of the Democratic Republic of Congo (DRC).
