The project has two mutually reinforcing components:
(i) Strengthening Management Information Systems (MIS) on youth and economic opportunities;
(ii) Improving the Tourism Development Framework; and
(iii) project management. The major activities are summarized in Table 1 below. The rationale for the proposed operation is aligned with the country's Medium Term Plan (2011 - 2015) which outlines the priorities for economic recovery and inclusive growth. It prioritizes tourism development, recognizing its key role in driving the economic growth of the country. The MTP equally prioritizes the youth development noting the importance of increasing the participation rate of youth in national economic activities. Through the strengthening of capacity in relevant institutions, the proposed project aims at contributing towards addressing a number of development challenges the country facing, such high levels of unemployment, particularly amongst the youth, skills gaps in the tourism sector and the high level of poverty.
The project is aligned with the objectives and priorities of the Zimbabwe Country Brief (2013-2015). The Country Brief expresses the need to deepen and consolidate the Bank's support for capacity building in the areas of Tourism and Youth Development as well as in Audit, Procurement, Reserve Bank of Zimbabwe and Mining. The proposed operation is also consistent with the Bank's Strategy for 2013-2022 and ADF-12 operational priorities by fostering inclusive growth through a drive for increased youth and women participation in economic growth
The Project aims to contribute towards the reduction of unemployment, particularly amongst the youth, through the improvement of management information systems in key institutions and improving the enabling environment for tourism development. This will enhance and leverage the impact of the Country's Medium Term Plan on economic recovery and poverty reduction through increasing foreign investments into the tourism sector and providing reliable information on youth economic deve lopment activities for informed decision making. The impact on poverty and all other cross cutting areas will therefore be indirect, but significant. The project will promote gender balance through the training program, and support collection and processing of gender disaggregated data through the management information systems to be strengthened.
