Malawi - Skills Development and Income Generation Project - Project Completion Report (PCR)

The project originated from the interest expressed by the Government of Malawi (GOM) for the Bank to support its Poverty Reduction Strategy Paper. Specifically, GOM requested the Bank to support the empowerment of the poor to actively engage in economic activities. In this regard, the project supported the Government’s PRSP efforts to empower the poor, specifically, by providing a graduated response to the training needs of unemployed women and youth in functional literacy, basic business management, appropriate technology and vocational training in skills to enable them to engage in sustainable income generation activities. This is in conformity with Themes 2 and 3 of the PRSP which puts emphasis on social protection and human capital development respectively. The project is also in line with the Bank Group Country Strategy Paper (CSP) for Malawi (1999-2001) which aimed to support the Government's development strategy through human capital development. The project is a follow-up to the Bank-funded Women in Development Project which ended in 2002 and was rated as satisfactory.
