The Board of Directors of the African Development Bank (AfDB) Group approved the Bank’s Independent Evaluation Strategy 2013-2017 on Wednesday, July 17, 2013 in Tunis. The Independent Evaluation Strategy links the ultimate goals of the Independent Evaluation Policy with the work program of the Bank’s Operations Evaluation Department (OPEV). The policy defines the authorizing environment for independent evaluation in the Bank, while OPEV’s annual rolling work programs provide the framework within which OPEV activities are framed, resourced and implemented.
Presenting the strategy, OPEV Director Rakesh Nangia underscored the fact that linking policy to programming is critical to managerial accountability and effective use of resources. The strategy, he explained, forges the needed links between long-term policy goals, evaluation activities, evaluation skills, and budgets. It focuses OPEV management on results and facilitates Board oversight over the function.
The first section of the strategy identifies the internal and external drivers for change. The second sets out the range of evaluative products and approaches needed to deliver on the strategic evaluation objectives. The third highlights how important it is not only to produce evaluative findings, but also to ensure that they are shared, used, and followed up on so that they can affect development outcomes and impacts. The fourth looks at how OPEV will be structured and managed and how progress will be measured in order to transform the strategic vision into reality.
It identifies three complementary objectives for independent evaluation: learning, accountability and promoting an evaluation culture. These objectives provide the guiding framework for the strategy. Taken together, these three objectives are intended to support one overarching goal: to improve development effectiveness.
