MIC - SUPPORT TO THE NAMIBIA NATIONAL COUNCIL ON HIGHER EDUCATION (NCHE)

To achieve its objective, the proposal will finance broadly defined activities financed from the MIC Fund. These activities have been grouped in two components:
(i) Technical Assistance; and
(ii) Project Management. Specific activities to be financed under these two components are the following:
Component I: Capacity building "Recruitment of TA "Workshops/conferences "Procurement of equipment "Capacity Building NCHE staff
Component II: Project Management "Monitoring & Evaluation (M&E) "Audit "Communication and dissemination
The Revised Guidelines for the Administration and Utilization of the Technical Assistance Fund for Middle Income Countries allow the resources of the Fund to be used to finance capacity building and institutional strengthening activities in eligible member countries in areas that will enhance sustainable development. This request was submitted by the GRN in accordance with the provisions of the guidelines, and arises from capacity development needs identified in the National Council for Higher Education which is the institution responsible for ensuring quality assurance in Namibia's higher education system. The Bank's Country Strategy Paper (CSP) of 2009-2013 identified two pillars:
(i) enhancing the competitiveness of the private sector through the development of capacity and infrastructure (transport energy and water)
(ii) investing in rural infrastructure and irrigation systems to increase agricultural productivity and enhance food security and
(iii) partnership for trade and regional integration. In addition, the CSP makes provision for advisory services through economic and sector work as well as institutional capacity building. The CSP also notes the country's capacity challenges in the area of service delivery and the implementation of pro-poor policies and programmes.
The Bank has so far provided a total of UA 1.496 million under the MICs grant trust funds for three interventions to the country namely
(i) Support to Aquaculture.
(ii) Namibia Airport Study;
(iii) Human Resources Development Plan. These grants were all approved between 2009 and 2010 and are currently on-going. It is expected that lending opportunities will arise from financing through the MIC facility
This MIC request by the GRN to support the capacity strengthening of NCHE is framed in a broader context of the government's efforts to improve the quality of education and training system in Namibia. Under the Basic Enablers 'Education and Skills' (NDP4, Desired Outcome 2), the GRN aims to ensure strategies and actions in the education system to improve quality and addressing mismatch between the demand and supply of skills. Among the main strategies developed to achieve this Desired Outcome 2 are, improved learning standards and curricula development, improved stringent learner assessment, improved hard and soft infrastructure and improved alignment between market demand and institutional supply.
The proposed intervention will finance technical and other support towards strengthening institutional and human capacity of NCHE. The technical assistance that is envisioned to be financed with the MIC resources is a quality assurance expert to strengthen NCHE staff capacity and coordinate and advise NCHE on auditing higher education institutions and establishing quality assurance standards. The intervention is in line with the Bank's Ten Year Strategy (2013-2023) through its supporting knowledge generation as well as integrating inclusive growth agenda in its investments. The provision of grant resources from the MIC Fund forms part of the efforts by the Bank Group to establish a pipeline of operations in Namibia.
