The scope of the proposed project will cover the following key components:-
1.Component A: Water Sector Institutional Reform and Capacity Building
This activity would entail review the current water situation to identify strengths and weaknesses, and areas which require attention. This will leads to policy development that provides the basis for legislative and institutional reform, and the preparation of strategic water resources development plans. The specific activities will include:
a)Strengthened capacity of State Water Corporations in West Kordofan and Blue Nile states for water and sanitation service delivery.
b)Improved community capacity for management of town water supply systems and sanitation facilities, and to sustainably manage all available water resources.
c)Restoration or strengthening of water based livelihoods for residents of the towns.
d)Gender and social equity training delivered and integrated in planning and community management activities.
e)Increased involvement of the private sector in the delivery of water and sanitation services.
f)Strengthened learning networks and better knowledge management.
2Component B: Rehabilitation and Water Harvesting Structures
The focus would be on selection of towns for rehabilitation or construction of new water using water harvesting techniques. The project will work closely with the State Water Cooperation and other stakeholders to prioritise the works which will be implemented.
3Component D: Environmental and Water Sanitation This component will undertake extensive activities related to environmental conservation to enhance the sustainable use of natural resources as well as implementing activities related to water sanitation and hygiene.
4Component E: Project Management A project management unit would be created and staffed with adequately skilled personnel capable of delivering on the project objectives.
The Water Sector Reform Project responds to the Sudan Country Brief 2014-2016 which has governance and accountability as one of its pillars. Furthermore, the GoS prepared a five-year development plan which is instrumental in the country's long term growth strategy. A key focus of the plan is institutional and capacity development. Strengthening the water sector institutions will help the country achieve development aspirations outlined in the development plan.
Priority areas for the proposed project will be selected in the two States to meet critical water and sanitation needs for animal,domestic and livelihood purposes. Innovative approaches will be used in implementation of construction and rehabilitation works, to demonstrate how to meet all types of water needs in an integrated manner. In addition, the project will build the capacity of the State Water Corporations and communities to sustainably manage their water resources and effectively deliver water and sanitation services, and to implement the downstream works, through a comprehensive capacity building programme.
