The study will consists of two major components:
A. Legal and Institutional Arrangements: To secure agreement by the countries concerned to consolidate their upper airspaces into a unified single space; To support the COMESA/EAC countries concerned in determining and establishing the suitable institutional and operational framework, including financial structuring; To build the partnerships needed for implementing the regional CNS/ATM; To develop proposals for a regional CNS/ATN operational management structure, including a regional UACC; Proposals on an airspace re-structuring plan; Proposals on a revenue collection and sharing system including a cross-subsidization scheme between UACC revenues and Lower Space control requirements at national level.
B. Technical and Financial Feasibility: CNS/ATM studies funded by USTDA have been conducted in the SADC and EAC regions. Given that several member countries of the SADC and EAC are also COMESA member states, the present study will complement and use the experience of these two studies. It will mainly focus on the following: Assessment and evaluation of the existing air traffic management systems, and/or the existing initiatives for implementation of CNS/ATM; Assessment of the situation and development trends of the aviation industry at sub-regional level, continental and global level; Assessment of the technical, operational, and management factors that may affect implementation of the CNS/ATM projects; Assessment of the feasibility of UACC projects in the sub-regions concerned, within the aviation industry environment; Assessment of the possibility of further consolidating the sub-regional airspaces for implementing fewer or one UACC; Proposals of an investment program taking into account the existing infrastructure; Identification and structuring of a possible Public - Private Partnerships for the financing and implementation CNS/ATM including operation of the new control systems.
The objectives of the project are:
(i) To undertake a feasibility study to determine suitable technical, institutional, financial, and operational frameworks for the establishment the CNS/ATM and make recommendation of implementation modalities;
(ii) To build the partnerships needed for implementing the project including legal and financial structuring; and
(iii)To operationalize the project.
The project will support the establishment of a unified airspace and CNS/ATM system in the COMESA region. Unified airspace management provides significant safety benefits as navigation services will be provided in a seamless airspace. Transfer of traffic control from one service provider to another each possibly operating under different standards would be no longer necessary. Unified airspace management eliminates duplication of facilities, and results in substantial capital investment savings and enhanced safety. The COMESA and EAC member States can achieve together a tremendous advance in infrastructure modernization to build on the already made investments by benefiting from the most advanced technology. The improvement of Air Traffic Control services will enable the COMESA and EAC regions to be better integrated in the global aviation system. The Project is supported by COMESA, EAC and several of their member states. The project is also part of the NEPAD short-term action plan.
The study will help to prepare CNS/ATM project which have a potential for: Improvement of Air Traffic Control Services in the sub-regional economic groupings, through improved air ground communication, optimizes air traffic handling and more flexible and efficient use of airspace; Enhanced air transport safety; Environmental protection through reduction of gas emissions by better controlled and, thus, more efficient air traffic.
