Program Development Objectives
The sector goal of the program is to contribute to increased trade and to the strengthening of co-operation between CEMAC zone countries and those of the ECOWAS zone in general and between Cameroon and Nigeria in particular. The specific objective of the program is to improve the efficiency of the transport logistic chain along the Bamenda-Enugu corridor.
The final indicators include as output indicator the number of kilometers of improved roads and as outcome indicators, amongst others, the savings in travel time resulting from the planned interventions, the increased length of corridor highway in a good state, the reduced number of overloaded vehicles, the reduced overall transport costs on the corridor, the reduced border crossing times and the improved accessibility to socio-economic infrastructures (schools, health centres, markets, farm produce processing units, women’s advancement centres).
To achieve these objectives, the program components comprise:
- Improvement and rehabilitation of roads
- Related works (rehabilitation of social and commercial infrastructure etc.)
- Transport facilitation
- Program management and implementation monitoring
Component A - Improvement and rehabilitation of roads comprises:
In Cameroon :
- periodic maintenance of Bamenda-Batibo (42 km) and Bachuo Akagbe – Mamfe (21 km) road sections;
- development of Batibo-Numba (20 km) and Mamfe-Ekok (70 km) road sections, including the construction of a 100 m long double-track bridge over the Munaya River. These works are financed by the ADB, JBIC and the Government of Cameroon.
- final design and construction of a 280 m long double-lane bridge over the Cross River on the border between the two countries (entirely financed by the ADF grant).
In Nigeria :
- periodic maintenance of Ikom-Ogoja Junction (50 km) and Abakaliki-Enugu (80 km) road sections funded by IDA and the Government of Nigeria; and
- reconstruction of the Ogoja Junction – Abakaliki (85 km, lot 1) and Mfum-Ikom (25 km, lot 2) sections with financing from the ADF and the Government of Nigeria.
In both countries :
- mitigation measures of environmental impacts funded by the ADF and the Governments ;
- sensitization to STI-HIV/AIDS, malaria and road safety financed by the ADF ; and
- control and supervision of works with financing from the ADF, the Governments and IDA.
Development of related feeder roads in Cameroon ;
Component B - Related works (rehabilitation of social and commercial infrastructure etc.) comprises:
Development of related feeder roads in Cameroon ;
Rehabilitation of social and market infrastructure in both countries ;
Building of agricultural produce drying yards in villages along the work sites in both countries and supply of expendable transport and agricultural produce processing equipment ;
Building of boreholes and rest areas for drivers along the corridor in both countries;
Control and supervision of works in both countries
Component C - Transport facilitation comprises:
Studies on the transport issue (completely financed with the ADF Grant) ;
Engineering study of the common border checkpoint (completely financed with the ADF Grant) ;
Construction and equipment of the common border checkpoint (completely financed with the ADF Grant);
Supply and installation of axle-load control stations (axle-load scales) along the corridor funded with ADF loan to both countries;
Control and supervision of the construction of the joint border post funded by the ADF Grant ;
Training/seminars/study tours/sensitization on the transport corridor concept (completely funded by ECOWAS).
Component D - Program management and implementation monitoring comprises:
Technical assistance to ECOWAS comprising, over a 24 month period, a transport economist or a civil engineer and 6 men/months of specific experts completely financed by the ADF Grant ;
Support to the programme implementation monitoring units and for the operating costs of the Steering
Committee and the Joint Technical Committee (JTC) completely financed by both Governments and ECOWAS ;
Procurement of consultancy services for monitoring-assessment of socioeconomic impacts and for accounting and financial auditing of the programme financed by the ADF and IDA.
- TOTAL: UA 277 million (US$ 455 million).
- African Development Bank: ADF approved a loan of UA 188.64 million (UA 90.39 million to Cameroon and UA 98.25 million to Nigeria) and an ADF grant of UA 16.16 million to ECOWAS
- World Bank : initially about US$ 31 million (Nigeria), now increased to about US$ 88 million
- Japan / JBIC: (¥ 4.540 m equivalent to UA 27.36 m (Cameroon)
- Counterpart funding: Federal Government of Nigeria (FGN - UA 14.20 m), Republic of Cameroon (UA 10.84 m) and ECOWAS Commission (UA 0.80 m).
Current status – Nigerian Components
- All the procurements activities financed by the Bank were completed and the contracts were signed.
- The Works Contract for Lot 1 was signed on August 27, 2009, with China Civil Engineering Construction Corporation (CCECC) for a sum of NGN 10,752,512,178.45, and commenced November 2009 for a contract period of 24 months.
- The Works Contract for Lot 2 was also signed on August 27, 2009, with China Civil Engineering Construction Corporation (CCECC) for a sum of NGN 2,331,478,331.88 and also commenced November 2009 for a contract period of 15 months.
- The contract for supervision consultancy services for Lots 1 and 2 was awarded to the firm YAROSON PARTNERSHIP Limited for a sum of NGN 157,662,470 including taxes.
- The contract for the monitoring and evaluation of socio-economic impacts in Nigeria was awarded on the 10/04/2009 for a sum of NGN 11,499,998.85 including taxes.
- Site progress as at end of October 2010:
- Lot 1: Site Progress is 16%, while the expected percentage completion is 29% and the percentage time lapse is about 48%. The Contractor is 15 weeks behind schedule.
- Lot 2: Site Progress is 51%, while the expected percentage completion is 55% and the percentage time lapse is about 77%. The Contractor is 2.5 weeks behind schedule.
Current status – Cameroonian Components
Les marchés de travaux ont été notifiés le 29/01/2010:
- pour le lot 1 à l’entreprise China Communications Construction Company Limited (CCCC) pour un montant de 28.276.438.939 FCFA HTT et un délai d’exécution de 36 mois ; et
- pour le lot 2 à l’entreprise China international Water and Electric corporation (CWE) pour un montant de 39.620.358.026 FCFA HTT et un délai d’exécution de 36 mois.
- Le contrat pour le contrôle desdits travaux a été attribué à la firme SNC Lavalin International pour un montant de 3.586.040.000 FCFA HTT.
- Les négociations directes avec la FASA pour le suivi-évaluation des impacts socio-économiques du programme du côté du Cameroun, ont abouti à un projet de contrat d’un montant de 68 650 975 millions de FCFA HTT.
Current status – ECOWAS Components
Out of the four planned procurement activities, i.e. (a) technical assistance (TA), (b) studies on how to harmonize transport specifications and standards between ECOWAS and ECCAS, (c) engineering design study and supervision of the construction works of the joint border post (JBP) and (d) construction works and equipment of the JBP, only procurement for the technical assistance one has commenced.
Due to procurement delays, it is now proposed to prepare design and build bidding documents.
