2DESCRIPTION OF THE STUDIES
2.1 Overall Scope and Components
2.1.1 The road sections identified for preparatory studies and proposed for this first tranche of NEPAD-IPPF grant financing are described herebeolw and shown on the map in Annex 1: i.64km Pandamatenga - Nata links 1 & 3 n road section in Botswana;

1.3 Justification for the use of NEPAD-IPPF Resources
1.3.1 The NSC is a priority programme for the Tripartite, a joint initiative of 3 RECs; COMESA, EAC and SADC. It is a programme that seeks to improve the state of transport infrastructure along this corridor which links 8 countries in southern and eastern Africa with the objective of enhancing regional integration, trade, movement of goods and persons. Several development partners including the Bank have pledged resources towards the NSC Programme, which includes a number of projects in need of preparation. 1.3.2 Secondly, the NSC is one of the programmes contained in the PIDA PAP planned for implementation up to 2020. The PIDA as the priority regional and continental infrastructure development programme endorsed by African Union Heads of State at their summit in January 2012 holds a high level of attention from all African stakeholders and development partners. It is for this reason that the NEPAD-IPPF Strategic Business Plan for 2011 - 2015 lends an increased focus on supporting the preparation of PIDA projects 1.3.3 The objectives of the NEPAD-IPPF as set out in its founding documents are "to assist African countries, Regional economic communities (RECs), specialized agencies and related institutions, through grant resources, in:
(i) preparing high quality and viable regional/continental infrastructure projects to be ready to solicit financing from public and private sources,
(ii) developing a consensus and partnership for projects implementation
(iii) promoting infrastructure projects and programme, which would promote regional integration and trade." 1.3.4 NEPAD-IPPFs involvement in this regional corridor programme is justified on the facts outlined above and also considering the high score (82%) achieved in the technical screening of the project. The preparatory studies intended on these NSC roads respond in all respects to the mandate of the NEPAD-IPPF and its areas of priority.
Anticipated Economic and Social Benefits
2.3.1 The NSC Aid for Trade programme is designed to invest in key trade related infrastructure and facilitation measures (especially the harmonisation of trade facilitation measures so as to resolve the current situation where different RECs offer different solutions to the same problem). The programme aims to realise corridor-wide efficiencies and lower the costs of transport for traders and transporters and is an important step towards the formation of a Free Trade Area across the three RECs of COMESA, EAC and SADC, and for helping to realise the common ambition adopted by the Heads of States at the Tripartite's Summit meeting in October 2008 to harmonise the RECs? infrastructure plans. 2.3.4 By designing the NSC programme, leaders in the Tripartite are cognisant that economic growth, upon which poverty reduction and job creation rely on, is dependent on producers being more competitive and this, in turn depends on reducing the costs of trade and transport, which can be achieved by allowing existing infrastructure to be used more efficiently by rehabilitating and maintaining this infrastructure; by ensuring that trade facilitation measures are working effectively; by investing in new trade-related infrastructure; and by removing policy and administrative constraints to the efficient use of cross-border trade and transport systems.
2.3.5 The economic benefits expected through improved road conditions within the NSC network include increased exports from the corridor Member States, increased intra-regional trade, enhanced competitiveness of the sub-region enabling it to take better advantage of global economic opportunities, higher integration of markets within the corridor zone of influence thus deepening regional integration, overall increase in economic growth for the individual countries resulting in the reduction of poverty for their citizens.
