The project will comprise the following four main components:
(i) Water Supply Infrastructure Development;
(ii) Sanitation and Hygiene;
(iii) Sector Development and
(iv) Program Management.
(i)Water Supply Infrastructure Development: This component will support the provision of 1,200 new and rehabilitation of 750 existing water supply facilities and contribute to increase the proportion of rural population served in Zambia. Facilities include boreholes; hand dug wells equipped with hand pumps and construction of intermediate options such as solar powered water schemes. Investments will be based on district plans that reflect community/ women priorities, user friendly technology and commitments including site consensus on where to install water facilities to ensure a demand driven response and sustainable O&M of facilities in the 16 districts of Western Province.
(ii)Sanitation and Hygiene: This component will support improved sanitation by constructing 600 communal sanitation facilities for public institutions, including schools, health centres and public places in addition to training in hygiene education. The schools will have gender-segregated child-friendly barrier free sanitation facilities, including adequate urinals for both boys and girls provided along with hand-washing facilities. At the household level, the support will be provided through hygiene education and sanitation improvement promotion activities such as using Community Led Total Sanitation (CLTS) and gender responsive sanitation marketing aimed at promoting Open Defecation Free (ODF) communities and encouraging households to construct improved sanitation facilities.
(iii)Sector Development: This will comprise sector development activities to promote overall sector policies, activities, capacity building and strengthen sector M&E at the national, provincial and district level. -Capacity Building: to enhance service delivery, the program will assist the Ministry of Local Government and Housing (MLGH), Local Authorities (LAs), D-WASHE, V-WASHEs. Training of artisans and community members will improve the quality and effectiveness of water, sanitation and hygiene programs. Support will also cover strengthening institutional capacity and coordination mechanisms at national and district levels to facilitate the integration of climate change adaptation into the sector. Gender Audit of the program will be carried out to provide an opportunity to measure the impact, achievements, challenges, lessons learned and the way forward. This would support MLGH to make adjustments in the gender guidelines and would provide direction on the effectiveness of the current activities. -Monitoring and Evaluation: sound sector M&E is a prerequisite for efficient planning, operations and maintenance (O&M), and to ensure accountability and sustainability. Depending on the results of the Needs and Gaps Assessment, activities may include:
(i) establishing processes for data generation (collection, validation and storage), management, analysis and dissemination,
(ii) capacity building in M &E and data-related activities,
(iv) development of corresponding M&E tools, procedures and systems, and their roll out to the whole country, and
(v) procurement of necessary equipment. -Operation and Maintenance: enhanced O&M will be supported through the roll out of Sustainable Operation and Maintenance Program (SOMAP) which has been developed as a national framework for O&M in the rural WSS sector in the country. Support includes:
(i) establishment of spare shops in districts,
(ii) procurement of initial seed stocks,
(iii) training of Area Pump Menders (APMs) and
(iv) roll out of SOMAP in Western Province.
(iv)Program Management: The program is to be implemented using existing structures at district, provincial and national levels while technical assistance is required to backstop and provide capacity building activities for district staff. The project will make provision for technical support, training, transport and equipment to facilitate smooth and effective project implementation. Funds will be provided for technical assistance in project co-ordination, procurement, contract management, community mobilisation, financial and technical audits. In addition, gender sensitive baseline and endline studies will be undertaken. MLGH will provide the required management staff including the overall project coordinator, financial officer/senior accountant, and technical staff within the existing structures to oversee community involvement and to supervise program activities.
The overall sector goal is to improve the quality of life and productivity of all Zambians by ensuring an equitable provision of adequate quantity and quality of water to all competing user groups, and improved sanitation services for all, at acceptable cost and on a sustainable basis. The objective of the National Rural Water Supply and Sanitation Program is to provide sustainable access to water supply and sanitation in rural areas so as to contribute towards poverty alleviation of Zambia's rural population and contribute towards achievement of MDG for water.
The proposed support is aligned to the principles of the NRWSSP. The project will be designed using a programmatic approach and closely coordinated with other development partners supporting the NRWSSP .
This proposed intervention is a continuation of Bank support to the NRWSSP and the proposed geographic area is Western Province. It complements on-going activities under the NRWSSP in the province. The target will be to better manage water resources by developing a groundwater map and careful monitoring of the groundwater regime, increase access to improved water supply and improved sanitation by rehabilitating non-functioning point sources, provision of new water points, support to sanitation and hygiene promotion activities, strengthened sector M&E and institutional capacity building. The support is targeted at 16 districts in Western Province. The province has the lowest rates of access for water supply and sanitation at just over 49% and 7 % respectively of its rural population of 783,123. In addition, the province has the highest poverty levels in Zambia. About 80.4% of the population in the province is regarded as being poor, with those in extreme poverty at 64%. Evidence presented in the NRWSSP (2007-2015) shows improved water supply will significantly reduce the amount of time spent fetching water resulting in women being able to spend more time in income generating activities, such as farming, and children being able to attend school. In the area of sanitation, improved access and more hygienic practices have a direct impact on health and reduce morbidity. Thus, the program, by improving rural livelihoods, will contribute to poverty alleviation and inclusive growth.
The intervention will provide improved water to about 688,000 people (357,760 women) and reach out to about 573,000 people (297,960 women) through CLTS activities and sanitation marketing and result in improved access to safe water and adequate sanitation of 78% and 65% respectively by 2017. Beneficiary villages in districts will be identified through demand-driven processes, i.e. request from communities will be received by districts, and appraisal and implementation will be led at district level. Special attention will be given to disadvantaged rural communities. Schools and health centres will benefit from the program. These interventions will reduce pupil / stance ratio and provide adequate service to health centres. The expected impact of these interventions are reduction of water related diseases and associate health care cost, improvement of maternal health, reduction of school-dropout rates, particularly among girls. The implementation of the program will create an opportunity for employment of skilled and unskilled labour; more than 30% for women. This in turn will contribute to reduce poverty and improve the quality of lives of people. These benefits will be quantified through regular monitoring and reporting mechanisms. The intervention will also strengthen the sector M&E capacities and systems leading to improved planning capacities, operations and maintenance, accountability and sustainability.
