The project will be directed to consolidate the activities undertaken by the Women Entrepreneurship and Skills Development Project (WESDP) and by providing the women's associations with the required:
1. technical support, guidance related to the good functioning of associative businesses; 2. equipment and housing, in addition to technical support, guidance and mentoring; 3. support to access finance services
The Project will intervene in the Province of Manica, specifically in the districts of Sussundenga, Guru, Gondola and Baru
The sector goal of the project is to contribute to increased capacity for improved household food security and reduced poverty for rural women in a sustainable way. The project objectives are to
(i) reduce household food insecurity levels and provide entrepreneurship and technical skills in food processing and
(ii) to build capacity in entrepreneurship and technical skills for food processing.
With the end of the war, Mozambique made encouraging moves towards poverty reducing. However, recent assessments shows that poverty reduction has stagnated after 2003 despite rapid economic growth due to, among other factors the slow growth in agriculture productivity. The threat of natural disasters, including seasonal floods and prolonged droughts, disrupts livelihoods and exhausts rural communities limiting coping mechanisms especially of women.
Government strategies to mitigate the impact of natural disasters and food insecurity includes measures to diversify agricultural production , agro-processing promotion to reduce the average post-harvest food insecure period, expansion of economic activities beyond the agriculture season in order to avail off-season income opportunities and promote integrated food education programs to improve the family diet. The project objectives are relevant to Mozambique's development and food security strategies, women's economic empowerment objectives and to the country's poverty reduction targets. The project is well aligned with the Government's five-year plan for the period 2010-2014 and with the Poverty Reduction Action Plan (PARP) 2011 -2014. Both, emphasizes the need for a more inclusive growth, by facilitating small business activities and employment creation for youth and women in particular. The failure of economic growth to achieve poverty reduction and the need to promote job creation through the development of the SMEs drives the current CSP strategy, which aims among other objectives, SMEs competitiveness and creation of jobs and incomes, in particular for rural households. So, the project is also well aligned with the 2011 -2015 Country Strategy Paper.
The project will contribute to the introduction and consolidation of an entrepreneurial culture in the Manica and Sofala Provinces, and to promote effective gender mainstreaming for poverty reduction strategies. The project will impact positively on food security and nutrition practices thereby promoting human and economic development in the 8 selected districts.
