Key activities for the project period are:

Year 1 (January to December 2013)

(i)Conclusion of agreements with the selected strategic partners for acquisition and customization of the following training programmes: "Diplomacy and international relations "Public finance "Capacity development for the Legislature/ Parliament

(ii)Together with the partner institution, customise and deliver the above training programmes

(iii)Enroll 4 NIPAM staff members in selected postgraduate training programmes;

(iv)Provide short course training for NIPAM staff members;

(v)Mobilise research fellows in accordance with the NIPAM's annual research plan;

(vi)Conduct research;

(vii)Prepare policy briefs and facilitate policy dialogues.

Year 2 (January to December 2014)

(i)Evaluate and continue delivering the training programmes acquired in 2013;

(ii)Enroll 2 additional NIPAM staff members in selected postgraduate training programmes;

(iii)Provide short course training for NIPAM staff members;

(iv)Attach at least 3 NIPAM staff members to partner institutions for research and programme development for a period of up to 3 months per person;

(v)Mobilise research fellows in accordance with the NIPAM's annual research plan;

(vi)Conduct research; and

(vii)Prepare policy briefs and facilitate policy dialogues


When officially inaugurating NIPAM in February 2011, His Excellency Hifikepunye Pohamba, the President of the Republic of Namibia, expressed concerns at the perception among some members of the public that the civil service is not addressing their concerns effectively and efficiently. In addition, the President said, there have also been genuine complaints by the public stemming from unbecoming and unhelpful behaviour on the part of civil servants. "Such conduct is contrary to the norms and standards of behaviour expected from civil servants. It must therefore never be tolerated," the President said.

As a change agent, NIPAM should address the issue of moulding the Namibian Public Service as an Organization, imparting skills to the public servants to make them more competent, facilitating public sector career development and making the public service a better place to attract, motivate and retain the professional skills it needs. To achieve this NIPAM has to complement the efforts of institutions of high learning and develop training that is academically and practically sound, competency based, and encouraging public servants to apply what they have learnt. Through the ongoing capacity development evaluation NIPAM is identifying capacity gaps for which specific training programs are required to fill the capacity gaps.

Some new and special training programs have to be procured from other institutions and thereafter customized to be in tune with the local situation. Sources of the new training programs could be those institutions that are already in partnership with NIPAM or newly identified institutions, based on the needs. Programs to be developed or procured under this intervention will include: "Diplomacy and international relations, "Capacity development for the Legislature, and "Special programme in public finance

Through research, NIPAM is to become a national centre of excellence and a Think Tank for the public sector management and good governance. To achieve this, NIPAM needs to strengthen its research and development capacity to be able to develop innovative training programs and establish a policy dialogue platform. NIPAM has just adopted a Consultancy and Research Policy that guides consultancy and research undertaking. Broad areas of research include:

(i)Capacity gap evaluation

(ii)Policy analysis

(iii)Good governance

(iv)Resource management

(v)Transformational leadership

(vi)Quality assurance in service delivery (vii)Organizational development (viii)Integrated results based planning (ix)Monitoring and evaluation including performance management

Work is underway to institutionalize a policy dialogue platform. NIPAM has also already embarked on bidding for consultancies in the public sector but the Institute is sometime challenged by capacity in terms of experience. NIPAM therefore plans to build capacity for research and development through strategic partnerships by way of seconding researchers from and to NIPAM.

However, while NIPAM is benefiting from the capacity support by other institutions, the Institute deems it urgent to ensure that NIPAM becomes the provider of choice in public sector capacity development, research and consultancy. This would be achieved through staff training in qualifying and non-qualifying training programs.
