The project shall consist of civil works for the upgrading to bitumen standard of the existing 96 km road section. The works shall include the improving of the road geometry to ECOWAS standards. It is envisaged that the road features shall emphasize climate-resilience in fostering green growth in the project development. The project shall incorporate trade facilitation aspects to promote both regional integration and promote the cross-border trade between Liberia and Cote D'Ivoire. The Project shall include designing a Bridge on Cavalla River and a one One-Stop-Border-Post (OSBP) at the common border of Liberia and Cote D'Ivoire.
The civil works shall also include features to promote inclusiveness - through identifying social infrastructure, such as markets, access to social services, and promoting the empowerment of women and generating employment opportunities. The project shall also include support to Transport Sector Institutional Reforms and Capacity Building, and other interventions to enhance trade and transport facilitation between the two countries.
The objective of the project is to foster socio-economic development by enhancing trade and regional integration between Liberia and Cote D'Ivoire, through provision efficient road transport access to South East Counties of Liberia and south western region of Cote D'Ivoire (under the Mano River Union Region). The project shall improve accessibility both nationally and regionally.
The Fish Town Harper Road Phase 2 (96km) is a spur linking the Trans West African Highway (TAH7) [Lagos- Nouakchott Road Corridor] in Liberia. The TAH7 traverses three of the four countries in the Mano River Union i.e. from the borders of Guinea in the North-West of Sierra Leone, through Liberia and through Cote D'Ivoire. The Project Road - is one of the roads in Liberia prioritized in the Intra-regional Road Infrastructures in connecting countries under the Mano River Union Initiative, and is also prioritized in the Liberia's Country Strategy Paper (CSP) 2013-2017. The Project road is one of the intra-regional Road links prioritized by the Government of Liberia and Cote D'Ivoire during the MRU Technical Meeting with the Bank in January 2014 and a consensus was reached between the two countries to present as a regional project. The Project is also in line with the Bank's Ten Year Strategy that has prioritised Infrastructure Development and Regional Integration.
The Project Road forms an essential intra-regional link between the south-eastern part of Liberia and Cote D'Ivoire across the Cavalla River to Tabou and San Pedro Port in Cote D'Ivoire. When upgraded and a bride constructed on Cavalla River, it will connect Harper Port in Liberia to San Pedro Port in Cote D'Ivoire, and will enhance regional trade and integration in the two countries in the Mano River Union Region. The Project Road is also part of the Ganta- Harper Corridor (510km) linking the south eastern part of Liberia with the North Eastern, central and Monrovia City (Capital of Liberia). The road serves a very rich hinterland in terms of agriculture, forestry, mining and tourism in both countries. It also connects two Sea Ports; namely Harper in Liberia and San Pedro in Cote D'Ivoire.
The upgrading of the road shall lead to both local and regional benefits. The potentially beneficial impacts associated with the project implementation include the
(i) Reduction in travel time,
(ii) Reduction in overall transport costs
(iii) Reduction in vehicle operating cost;
(iii) Improved accessibility to social/health centers;
(iv) Improved accessibility of agricultural products and goods;
(v) Reduction of dust pollution;
(vi) Improved road safety and (vii) Enhanced intra-regional trade.
The direct benefits expected to be derived from the improved road will include savings in vehicle operating cost due to reduced road roughness, reduced maintenance cost, savings in travel time, improvement in comfort of ride, reduced accident rate and reduced fatalities. The project beneficiaries include the population of Liberia and Cote D'Ivoire, particularly persons in the project area of influence, and both Liberia and Cote D'Ivoire through the regional trade (cross-border trade).
