The project will contribute to scaling up skills, advancing knowledge and excelling higher education in East Africa in a regional integration framework. The project will establish a network of centres of excellence in Kenya, Tanzania Rwanda and Uganda. The regional operation presents a major investment in higher education, skills, science and technology.
The development objective of the project is to contribute to the development of a relevant and quality skilled workforce in biomedical sciences to meet EAC's immediate labour market needs. The specific objective of the project is to provide high quality tertiary care and education through a network of Centres of Excellence in East African Community member countries that will foster social economic development in the region. The project also is geared around the EAC regional integration strategy in science and technology, service delivery and labour market.
The project has three components as described below:
Component 1: Establish a network of Centres of Excellence in Biomedical Higher Education in the east African region on two phases:
PHASE 1: - Sub-Component 1.1: Creation of a CoE in Urology and Nephrology Sciences in Kenya; - Sub-Component 1.2: Creation of a CoE in Oncology Sciences in Uganda; - Sub-Component 1.3: Creation of a CoE in Biomedical Engineering and eHealth in Rwanda; - Sub-Component 1.4: Creation of a CoE in Cardiovascular sciences in Tanzania;
PHASE 2: - Sub-Component 1.5: Creation of a CoE in Laboratory-Based Nutrition Sciences in Burundi.
Component 2: Support EAC Regional Integration agenda in Higher Education to respond to Labour Market needs implemented by the EAC Secretariat with its affliated Inter-University Council for East Africa.
Component 3: Project Management.
The project will be implemented in two phases subject to availability of funding.
The purpose of the project is to advance EAC regional human capital and promote access to higher skills and applied technology through quality tertiary education programs.
The specific objective of the project is to establish a regional network of Centres of Excellence in biomedical sciences and technology providing postgraduate skills-intensive programmes and service delivery to all East Africa member countries.
Very few qualified specialists exist in East African countries to address the rising burden of non-communicable diseases and meet the rising demand on specialized services in the region. There is a general disconnect between the knowledge and skills the education system produces and the ones the public and private sectors want. To support the rapidly changing demands in the East African economies, the education system needs to build skills and opens opportunities in areas that markets need and demand for its strategic economic progress and social transformation. The thriving and dynamic labor market in East Africa demands a greater diversification of skills, knowledge and research. The EAC social economic transformation has created a demand for highly skilled and specialised Human Resources to address EAC's dynamic labour market needs.
The projects support immediate development priorities for the target region and four country's in phase 1 in line with the Bank's strategies priorities, in regard to skills development and inclusive growth.
The CoEs will create an opportunity for students and biomedical professionals from the EAC region to access high quality biomedical sciences education thus increasing their employability chances. The project will invest in faculty development in highly specialized needs driven specialties that serve all countries in the East African Region. The EAC private sector will also benefit from the opportunities of Public Private Partnerships as well as recruiting qualified and accredited relevant skilled workforce. Currently, the private providers rely on foreign experts that are costly and unsustainable. The project will also benefit the estimated 150 million EAC citizens through affordable quality to postgraduate education and service delivery.
