Background Information

After two decades of conflict, Somalia is now on a path to emerge from fragility to recovery and aims to re-assert its sovereignty to maintain peace and stability. The Federal Government of Somalia is committed to take ownership and responsibility for the country’s future. At this stage, however, the governance structures are not in place and public administration is not functioning due to the following key challenges:

  1. Inexistent or defunct properties and infrastructure;
  2. Ineffective regulatory system and oversight capability to handle the construction boom in urban centres and inexistence of inter-country (rural) transportation networks;
  3. Limited capacities (human capital with required equipment) within and insufficient legal backing of Ministries (co-existing government institutions, unclear roles and responsibilities)  - see details under Project Rationale below; and
  4. Insufficient urban infrastructure to accommodate the 42% urban population (Somalia’s population: 12m)

The project involves capacity development of the Ministry of Public Works, Reconstruction and Housing (MPWRH) and sub-Federal state level administrative bodies responsible for Public Works; with the goal of enabling them to fulfil their mandates of developing and providing access to related public services for Somalis.

Objectives

  • To improve the institutional capacities of MPWRH and State-level Authorities responsible for Public Works, in order to enable them to independently plan, manage, and oversee infrastructure construction projects and maintenance works.
  • To expand employment and entrepreneurship opportunities for Somalis in Public Works.

Components

1.  Establish the Framework Conditions for MPWRH and State Ministries of Public Works to Plan, Execute and Monitor Infrastructure Projects

Selected activities include:

(i)  An assessment of public works legislation to clarify need for revisions of acts and policies;

(ii)  Setting up of an ‘Inter-Ministerial Public Works Coordination Mechanism’ (including FGS Infrastructure Ministries, MoF and MOPIC);  and

(iii)  A basic building assessment focusing on ministerial buildings, in Mogadishu and the State capitals.

2.  Develop the Capacity of MPWRH, State Ministries of Public Works, BRA and Somali Youth

Selected activities include:

i) MPWRH:

  • Assessment of current staff qualifications
  • Consolidation of existing organograms to a functional ministerial structure
  • Supporting the development of internal policies and procedures
  • Capacity development (training and provision of equipment)
  • Supporting recruitment of critical staff
  • Building capacity for the development of feasibility studies primarily for SIF projects
  • Development of guidelines for a) gender mainstreaming and b) youth employment and entrepreneurship in public works
  • A study with concrete measures to enhance revenue collection
  • The establishment of consultants/contractors lists etc.

(ii) State Ministries of Public Works and the Benadir Regional Authority: conduct capacity needs assessments. Based on the outcomes, the project will finance a set of subsequent trainings and capacity development initiatives.

(iii) Training provided to youth: professional and transferable skills trainings designed to match demand by the private sector. Outcome: enhanced youth employability and entrepreneurship in public works. Locations: in Mogadishu and five other cities in Somalia.

3.  Project Management

This relates to the day to day implementation of the project and will entail the management cost of the third party implementing agency, as well as logistics and routine project operating expenses.

Project Beneficiaries

  • Direct beneficiaries include Ministries of Public Works, Housing and Reconstruction at the Federal and State levels as well as Benadir Regional Administration. About 1000 youth will profit directly through on-the ground training on construction related skills, entrepreneurship toolkits and employment facilitation in public works.
  • Indirect beneficiaries include all Somalis, both at the individual and corporate levels through enhanced public service delivery in the transport infrastructure and housing construction sectors executed and overseen by the Ministries of Public Works (FGS and State-Level).
