Seychelles - COVID-19 Crisis Response Budget Support Program
Seychelles - Programme d’appui budgétaire en réponse à la crise de la COVID-19
The proposed operation is a loan to the Republic of Seychelles for USD 10 million to finance the COVID-19 emergency response support program. This is a Crisis Response Budget Support (CRBS) that will be applied for 12 months from June 2020 to July 2021. The Seychelles Crisis Response Budget Support operation was appraised from 20 – 27 April 2020 following a request from the Republic of Seychelles dated 8 April 2020. Seychelles faces a dual challenge of addressing short term impact of COVID-19 and setting the course for a higher growth trajectory. The first case of COVID-19 in Seychelles was confirmed on 14th March and by the 6th of April, there were 11 confirmed imported cases. The country has attained universal health coverage (UHC) with the State providing free and universal access to health care for all Seychellois. However, COVID-19 pandemic threatens to reverse these gains and risks the sustainability of Seychelles universal health coverage. Cognizant of this threat, the Government is implementing measures under the COVID-19 National Response Plan, which have been effective in preventing community transmissions. The operation is to support Government actions that will lay the foundation for macroeconomic stability and protect the socioeconomic progress that the country has so far achieved. The program consists of three broad components namely: (i) strengthening the health response for COVID-19; (ii) expanding social protection and protecting livelihoods against COVID-19 impact; and (iii) protecting economic activities and safeguarding jobs against COVID-19 shocks. These three components are interlinked in pursuit of addressing the immediate public health challenge of saving lives, expanding social protection mechanisms as well as cushioning businesses and the economy from downward spiral.
La présente interventionporte sur un prêt de 10 millions d’USD à la République des Seychelles pour financer le programme d’appui à la riposte d’urgence à la COVID-19. Il s’agit d’un appui budgétaire en réponse à la crise (ABRC) qui s’étendra sur 12 mois, de juin 2020 à juillet 2021. L’appui budgétaire pour la réponse aux crises aux Seychelles été évaluée du 20 au 27 avril 2020 suite à une demande de la République des Seychelles datée du 8 avril 2020. Les Seychelles sont confrontées à un double défi consistant à atténuer l’impact à court terme de la COVID 19 et à définir la voie à suivre pour se placer sur une trajectoire de plus forte croissance. Le premier cas de COVID-19 a été confirmé aux Seychelles le 14 mars et 11 cas importés avaient été confirmés au 6 avril, aucun décès n’étant enregistré. Le pays est parvenu à une couverture médicale universelle, l’État offrant un accès gratuit et uniforme aux soins de santé à tous les Seychellois. La pandémie de COVID-19 menace toutefois de réduire à néant les progrès réalisés par le système de santé publique, car une pandémie généralisée et prolongée pourrait entraîner des dépenses de santé élevées et compromettre la viabilité de la couverture sanitaire universelle. Conscient de cette menace, le gouvernement met en œuvre, dans le cadre du plan national de riposte à la COVID-19, des mesures qui ont été efficaces pour prévenir les transmissions communautaires. L’opération est destinée à appuyer les mesures gouvernementales qui jetteront les bases de la stabilité macroéconomique, et à préserver les avancées socio-économiques réalisées jusqu’ici par le pays. Le programme comprend trois composantes générales, à savoir : i) renforcer la riposte sanitaire à la COVID-19?; ii) étendre la protection sociale et préserver les moyens de subsistance contre l’impact de la COVID-19?; et iii) protéger les activités économiques et préserver les emplois contre les chocs de la COVID-19. Ces trois composantes sont étroitement liées pour relever le défi immédiat de santé publique consistant à sauver des vies, à étendre les mécanismes de protection sociale et à protéger les entreprises et l’économie contre la spirale descendante.
The goal of the operation is to support Seychelles’ National COVID-19 response policies and plans to contain and mitigate the social and economic impacts of COVID-19 pandemic. The policy objective of the operation is to; (i) strengthen the health response to COVID-19 pandemic; (ii) protect livelihoods and enhance social protection measures against COVID19, and; (iii) minimize risk to macroeconomic stability and create resilience for economic activities.
L’opération a pour but d’appuyer les politiques et plans nationaux de riposte à la COVID-19 des Seychelles destinés à contenir la pandémie et à atténuer les effets sociaux et économiques de la pandémie de COVID-19. L’objectif stratégique visé par l’opération est i) de renforcer la riposte sanitaire à la pandémie de COVID-19 et d’arrêter la propagation de nouvelles infections, ii) de protéger les moyens de subsistance et de renforcer les mesures de protection sociale contre la COVID-19, et iii) de réduire au minimum le risque pour la stabilité macroéconomique et de rendre résilientes les activités économiques.
The program will protect the population from the spread of COVID19 especially men who are epidemiologically more susceptible and enhanced fiscal space for improved basic service delivery. The poor and vulnerable whose livelihoods have been affected by the pandemic will directly benefit through strengthened livelihoods and expanded social protection coverage. Employees in the private sector will also benefit through the government’s salary guarantee scheme. Maintained macroeconomic stability supported by the program will directly benefit households, the private sector and financial sector actors through faster and more inclusive economic recovery on the back of more resilient businesses and workforce.
Le programme protégera la population de la propagation du COVID-19, en particulier des hommes qui sont épidémiologiques plus sensibles, et améliorera l’espace fiscal pour améliorer la prestation des services de base. La population sera protégée contre les effets de la pandémie de COVID-19. Les pauvres et les personnes vulnérables dont les moyens de subsistance ont été touchés par la pandémie en profiteront directement, grâce au renforcement des moyens de subsistance et à l’extension de la couverture de protection sociale. Les employés du secteur privé tireront aussi parti du système de garantie des salaires mis en place par le gouvernement. Le maintien de la stabilité macroéconomique qu’appuie le programme profitera directement aux ménages, au secteur privé et aux acteurs du secteur financier, grâce à l’accélération et à une inclusivité accrue de la reprise économique, favorisées par le renforcement de la résilience des entreprises et de la main-d’œuvre.

Seychelles - Integrated Agriculture development Project
Seychelles - Projet de développement agricole intégré
The Integrated Agriculture Development Project (IADP) has a very high profile in the Government of Seychelles strategy to diversify the country’s economic base, reduce the country’s high dependence on imported food and minimize dangers arising from vulnerability to external forces. The project consisted of the establishment of irrigation infrastructure, drainage facilities for small scale production of vegetable crops, crop production support through provision of inputs, farmer’s training and protection of crops using IPM. It also consisted of providing support to the mechanization unit, construction of feeder roads, animal and plant quarantines. The project will be implemented over a period of 4 years starting in 1995.
Le Projet de développement agricole intégré (PDAI) revêt une très haute priorité dans la stratégie du Gouvernement des Seychelles visant à diversifier la base économique du pays, à réduire la forte dépendance du pays à l'égard des importations alimentaires et à minimiser les dangers découlant de la vulnérabilité aux forces extérieures. Le projet consiste à créer des infrastructures d’irrigation, de drainage pour la petite production de cultures maraîchères, à soutenir la production agricole par la fourniture d’intrants, à former les agriculteurs et à protéger les cultures au moyen de l’IPM. Il comprend aussi l’appui à l’unité de mécanisation, la construction de routes d’accès, d’unités de quarantaine agricole et vétérinaire. Le projet sera mis en œuvre sur une période de 4 ans à compter de l'exercice 1995.
The objective of the project is to increase vegetable production, which at the sectoral level will contribute to (i) increasing agriculture's share of GDP, (ii) enhancing food security and (iii) increasing foreign exchange savings.
L'objectif du projet est d’accroître la production de légumes ce qui au niveau sectoriel contribuera à (i) l’augmentation de la part de l’agriculture dans le PIB, au (ii) renforcement de la sécurité alimentaire et (iii) à l’augmentation de l’épargne en devises.
The project directly benefited smallholder market gardeners. About 800 farmers or about 6,000 people will benefit directly from the project.
Le projet bénéficiait directement aux petits exploitants de cultures maraîchères. Quelque 800 familles paysannes comptant environ 6 000 personnes, bénéficieront directement du projet.

Seychelles Water Supply Development Plan 2008-2030
The present project is primarily intended to formulate a Water Supply Development Plan for the three main islands of the Seychelles in order to attract the necessary water project investments to meet demands up to the year 2030. The project should also identify and implement measures to reduce overall water demand, and to improve performance and service delivery of the Public Utility Corporation (PUC). The outcomes resulting from the project are essentially as follows: (i) elimination of the water supply shortages presently faced in the Seychelles, with all of the population having sustainable access to an improved water source, and needs of industry and tourism met; (ii) sufficient water supply projects funded by donors, local government and PUC to meet demand up to the year 2030; (iii) WSS services more efficiently and satisfactorily delivered to all consumers; and (iv) reduced demand for water as a result ofconservation and reuse, reduced UFW, appropriate tariffs, and public awareness.
Le présent projet vise principalement à élaborer un plan de développement de l’approvisionnement en eau pour les trois principales îles des Seychelles afin d’attirer les investissements nécessaires pour répondre à la demande jusqu’en 2030. Le projet devrait également identifier et mettre en œuvre des mesures visant à réduire la demande globale en eau et à améliorer les performances et la prestation de services de la Public Utility Corporation (PUC). Les résultats du projet sont essentiellement les suivants: (i) l’élimination des pénuries d’eau aux Seychelles, l’ensemble de la population ayant un accès durable à une source d’eau améliorée, les besoins de l’industrie et du tourisme étant satisfaits; (ii) les projets d'approvisionnement en eau suffisants financés par les donateurs, le Gouvernement local et la PUC pour répondre à la demande jusqu'en 2030; (iii) les services AEP fournis de manière plus efficace et satisfaisante à tous les consommateurs; et (iv) la réduction de la demande en eau due à la conservation et à la réutilisation, à la réduction du temps de récupération d'eau, aux tarifs appropriés et à la sensibilisation du public.
The overall goal of the project is to ensure availability of adequate and affordable water up to the year 2030 to meet needs ofpopulation, industry and tourism. The longer term objectives of the project are mainly to: (i) develop plans to meet the rising demand for water supply in the Seychelles until the year 2030; (ii) obtain funding for priority investment projects; (iii) improve performance and service delivery of the PUC Water & Sewerage Division; and (iv) improve demand-side management to reduce water usage.
L'objectif global du projet est de garantir la disponibilité d'une eau adéquate et abordable d'ici à 2030 pour répondre aux besoins de la population, de l'industrie et du tourisme. Les objectifs à long terme du projet sont principalement les suivants: (i) élaborer des plans pour répondre à la demande croissante en approvisionnement en eau aux Seychelles jusqu'en 2030; (ii) obtenir un financement pour des projets d'investissement prioritaires; (iii) améliorer les performances et la prestation de services de la division eau et assainissement de la PUC; et (iv) améliorer la gestion de la demande afin de réduire l'utilisation de l'eau.
The main beneficiaries of the project are: the Government of Seychelles as well as actors in charge of Water Supply Development.
Les principaux bénéficiaires du projet sont: le gouvernement des Seychelles ainsi que les acteurs en charge du développement de l'approvisionnement en eau.

Seychelles - Integrated and Comprehensive Sanitation Master Plan
Seychelles Comprehensive and Integrated Sanitation Master Plan aims to help the Government and Public Utilities Corporation (PUC) develop a strategy for the sanitation sector for the next 25 years based on a new paradigm: “waste is a resource”. This strategy will be comprehensive and will in particular address the legal and institutional frameworks as well as PUC financial sustainability. The project comprises two main components, namely: i) Development of the Integrated and Comprehensive Sanitation Master Plan, and ii) Project Management, consultation and communication. Its total costs amounts € 1,439,655, out of which the AWF will contribute to € € 1,073,100. The project’s immediate outcomes are the promotion of innovative and alternative approaches to sanitation based on the development of an ICSMP and the consequent ability of the Seychelles Government to mobilise funds for sanitation projects. Thus, it will be the base for the realisation of highly innovative sanitation solutions with multi-sectoral benefits, which will have two main long-term impacts: the improvement of the Seychelles Environment and the improvement of health and sanitary conditions at the targeted islands.
Le plan directeur d'assainissement global et intégré des Seychelles vise à aider le gouvernement et la Public Utilities Corporation (PUC) à élaborer une stratégie pour le secteur de l'assainissement pour les 25 prochaines années, sur la base d'un nouveau paradigme : "les déchets sont une ressource". Cette stratégie sera globale et portera notamment sur les cadres juridiques et institutionnels ainsi que sur la viabilité financière de la PUC. Le projet comprend deux composantes principales, à savoir : i) le développement du Plan directeur d'assainissement intégré et global, et ii) la gestion du projet, la consultation et la communication. Son coût total s'élève à 1 439 655 €, dont la contribution de la FAE s'élève à 1 073 100 €. Les résultats immédiats du projet sont la promotion d'approches innovantes et alternatives de l'assainissement basées sur le développement d'un ICSMP et la capacité conséquente du gouvernement des Seychelles à mobiliser des fonds pour des projets d'assainissement. Ainsi, ce sera la base pour la réalisation de solutions d'assainissement très innovantes avec des avantages multisectoriels, qui auront deux impacts principaux à long terme : l'amélioration de l'environnement des Seychelles et l'amélioration de la santé et des conditions sanitaires dans les îles ciblées.
The objective of the project is therefore to develop an Integrated and Comprehensive Sanitation Master Plan (ICSMP) for the three main islands of Seychelles, fully mindful of the synergies with linked infrastructure sectors (water supply, drainage, solid waste and energy) and other concerned areas like agriculture, land use planning, tourism and economic development in order to accelerate the achievement of the National Sustainable Development Strategy.
L'objectif du projet est donc de développer un plan directeur d'assainissement intégré et complet (ICSMP) pour les trois îles principales des Seychelles, en tenant pleinement compte des synergies avec les secteurs d'infrastructure connexes (approvisionnement en eau, drainage, déchets solides et énergie) et d'autres domaines concernés comme l'agriculture, l'aménagement du territoire, le tourisme et le développement économique, afin d'accélérer la réalisation de la stratégie nationale de développement durable.
The direct beneficiaries of the project will be PUC as well as other concerned ministries and public entities. Indirectly the beneficiaries will be: the population of the three main Islands of Mahé, Praslin and La Digue (88,300 inhabitants in 2012), which will be targeted by the study (improved sanitation service, improved environmental conditions); the tourism industry (improved sanitation service, improved environmental conditions, use of reclaimed water); farmers (use of reclaimed water for irrigation, reuse of compost as soil conditioner and fertilizer); production industry (use of reclaimed water; savings for freshwater consumption).
Les bénéficiaires directs du projet seront la PUC ainsi que les autres ministères et entités publiques concernés. Indirectement, les bénéficiaires seront : la population des trois îles principales de Mahé, Praslin et La Digue (88 300 habitants en 2012), qui sera ciblée par l'étude (amélioration du service d'assainissement, amélioration des conditions environnementales) ; l'industrie du tourisme (amélioration du service d'assainissement, amélioration des conditions environnementales, utilisation d'eau recyclée) ; les agriculteurs (utilisation d'eau recyclée pour l'irrigation, réutilisation du compost comme conditionneur de sol et engrais) ; l'industrie de production (utilisation d'eau recyclée ; économies de consommation d'eau douce).

Seychelles - Education III Project
Seychelles - Projet Education III
The third education project in Seychelles aims to achieve an integrated and inclusive education system, providing universal access, building new infrastructure and pursuing the process of reconstruction and redefinition of the education and training system to coincide with the policy drive towards “Education for a Learning Society”. It comprises five components and complements the first two projects by expanding facilities while at the same time paying greater attention to quality and relevance of educational content. The project includes the extension of two primary schools, construction of four new primary schools, three of which will have associated crèches; and the construction of one crèche. Under the project, one secondary school will be constructed; eight will be renovated and extended, furniture will be provided to nine schools, and ten schools will receive textbooks and equipment. In addition, a special school for children with disabilities will be constructed and equipped. The project also will support curriculum development, management and training activities. The capacity of the Project Implementation Unit will be also strengthened.
Le troisième projet d’éducation au Seychelles vise à mettre en place un système éducatif intégré et inclusif, en assurant l'accès universel, en construisant de nouvelles infrastructures et en poursuivant le processus de reconstruction et de redéfinition du système d'éducation et de formation pour qu'il coïncide avec la campagne politique en faveur de "l'éducation pour une société cognitive". Il comporte cinq volets et complète les deux premiers projets en agrandissant les installations tout en accordant une plus grande attention à la qualité et à la pertinence du contenu éducatif. Le projet comprend l'extension de deux écoles primaires, la construction de quatre nouvelles écoles primaires, dont trois auront des crèches associées, et la construction d'une crèche. Dans le cadre de ce projet, une école secondaire sera construite ; huit rénovées et agrandies, du mobilier sera fourni à neuf écoles et dix écoles recevront des manuels et du matériel scolaire. En outre, une école spéciale pour enfants sera construite et équipée. Le projet soutiendra également l'élaboration, la gestion et les activités de formation du curriculum. La capacité de l'Unité d'exécution du projet sera aussi renforcée.
The project objective is to improve the quality of basic education, comprising ten years of formal schooling. The specific objectives were to: i) improve the internal efficiency of basic education by providing adequate training for teachers; ii) increase access and equity of basic education by providing enough student places on a regional basis, as well as to the physically and mentally disadvantaged; and iii) make instruction relevant by enriching the curriculum to respond to needs in the world of work.
L'objectif du projet est d'améliorer la qualité de l'éducation de base, qui comprend dix années de scolarité formelle. Les objectifs spécifiques étaient les suivants : i) améliorer l'efficacité interne de l'éducation de base en assurant une formation adéquate des enseignants ; ii) accroître l'accès et l'équité de l'éducation de base en offrant un nombre suffisant de places aux élèves sur une base régionale, ainsi qu'aux personnes handicapées physiques et mentales ; et iii) rendre l'enseignement pertinent en améliorant le programme pour répondre aux besoins du monde du travail.

The Policy Based Partial Credit Guarantee (PBPCG) programme aims to support the Government of Seychelles to maintain its momentum in implementing the reform agenda, as defined in the Government’s Letter of Development Policy. The PBPCG programme is based on the Operations Policy Matrix, which was agreed between the GoS and the Bank during the appraisal mission in November 2009. Indeed, Seychelles has made commendable efforts to reform its economy in recent years. The critical issue the country faces today is a considerable commercial debt burden. The Bank can be instrumental in assisting the country, through a partial credit guarantee, to successfully negotiate a restructuring of that debt. In addition, this programme will support certain frontloaded reforms to enhance financial governance and debt management. The programme objectives will be achieved by supporting current reforms. Indeed, the Bank’s proposed support in the targeted areas of debt management and financial governance will complement and strengthen coordinated actions that are already being carried out by the Bank (under its budget support operation), the IMF (under the SBA) and the World Bank (under its forthcoming budget support operation).
Le programme de garantie partielle à l’appui aux réformes (GPCAR) vise à aider le Gouvernement des Seychelles à maintenir son élan dans le cadre de la mise en œuvre de son programme de réforme, au sens de sa déclaration de politique de développement. La GPCAR est basée sur la matrice de la politique des opérations convenue par le GoS et la Banque dans le cadre de la mission d’évaluation de novembre 2009. En effet, les Seychelles ont fait des efforts louables pour réformer leur économie au cours des dernières années. Le problème crucial auquel le pays se heurte aujourd’hui est lié à l’important fardeau de la dette commerciale. La Banque peut jouer un rôle primordial en aidant le pays, dans le cadre d’une garantie partielle, à bien négocier la restructuration de cette dette. En outre, ce programme appuiera certaines réformes prioritaires visant à renforcer la gouvernance financière et la gestion de la dette. Le programme atteindra ses objectifs grâce à un appui accru aux réformes en cours. En effet, le soutien proposé par la Banque dans des domaines ciblés, à savoir, la gestion de la dette et la gouvernance financière complètera et renforcera les actions coordonnées déjà réalisées par la Banque (dans le cadre de son opération d’appui budgétaire), le FMI (dans le cadre de l’accord de confirmation) et la Banque mondiale (dans le cadre de sa prochaine opération d’appui budgétaire).
The programme’s overarching goal is to support the Government’s efforts to promote macroeconomic stability and sustainable growth, by reducing public debt to more sustainable levels. The programme’s specific objectives are to facilitate commercial debt restructuring whilst reinforcing financial governance. This will help release resources to enable the GoS to pursue its development goals, as outlined in ‘Seychelles Strategy 2017’.
L’objectif global du programme est d'appuyer les efforts du Gouvernement pour promouvoir la stabilité macroéconomique et la croissance durable, en réduisant l'endettement public à des niveaux plus soutenables. Les objectifs spécifiques du programme sont de faciliter la restructuration de la dette commerciale tout en renforçant la gouvernance financière. Cela contribuera à libérer des ressources pour permettre au gouvernement Seychellois de poursuivre ses objectifs de développement, tel que décrit dans la «Stratégie 2017 des Seychelles».
The primary beneficiaries are the Seychellois people. The guarantee will directly enhance the chances of commercial creditors participating in debt restructuring and, therefore, help reduce the public debt burden. This would, in turn, release resources to allow the GoS to pursue its development goals.
La population des Seychelles est la principale bénéficiaire. La garantie améliorera directement les possibilités pour les créanciers commerciaux de participer au rééchelonnement de la dette, favorisant ainsi la réduction du fardeau de la dette. En conséquence, les ressources libérées permettront au GoS de poursuivre ses objectifs de développement.

Seychelles - Programme inclusif pour le développement du secteur privé et la compétitivité
The Seychelles Inclusive Private Sector Development and Competitiveness Programme
(IPSDCP) is a USD 20 million Programme-Based Operation (PBO) supporting the reform
agenda of the Government of Seychelles (GoS). Undertaken in an environment characterized by
macroeconomic and political stability, moderate fiduciary risk, and strong government
commitment to key reforms in the areas covered by the IPSDCP, the programme will be the
Bank’s second general budget support operation in Seychelles. The IPSDCP is designed as a
two year programme supporting the national budget of fiscal years 2013 and 2014. It is
supporting the implementation of a multi-year reform programme in conformity with the
Seychelles 2017 Strategy (the GoS’ main policy document guiding reforms since 2007), the
Medium-Term Expenditure Framework (MTEF), as well as the draft Medium-Term National
Development Strategy (MTNDS). Programme outputs include policy reforms addressing the
key constraints to private sector development (PSD) and strengthening GoS public financial
management (PFM) systems. The operation is fully complementary to a parallel Development
Policy Loan (DPL) Programme from the World Bank and the GoS is considering establishing a
common steering and monitoring and evaluation framework for both operations.
Le Programme inclusif pour le développement du secteur privé et la compétitivité (IPSDCP) aux
Seychelles est une opération d’appui programmatique (PBO) d’un montant de 20 millions de
dollars qui soutient le programme de réforme du Gouvernement des Seychelles (GdS). Ce
programme, qui est lancé dans un environnement caractérisé par la stabilité macroéconomique et
politique, un risque fiduciaire modéré et le ferme engagement des autorités publiques à mener des
réformes majeures dans les domaines couverts par l’IPSDCP, sera la deuxième opération d’appui
budgétaire général de la Banque aux Seychelles. L’IPSDCP est conçu comme un programme de
soutien au budget national des exercices 2013 et 2014 étalé sur deux ans. Il appuie la mise en
œuvre d’un programme de réformes pluriannuel en conformité avec la Stratégie 2017 des
Seychelles (le principal document de politique générale du GdS qui guide les réformes depuis
2007), le Cadre de dépenses à moyen terme (CDMT), ainsi que le projet de stratégie nationale de
développement à moyen terme (MTNDS). Les produits du programme comprennent les réformes
des politiques visant à surmonter les principaux obstacles au développement du secteur privé
(DSP) et à renforcer les systèmes de gestion des finances publiques (GFP) du GdS. L’opération
est tout à fait complémentaire à un Programme de prêts d’appui aux politiques de développement
(DPL) parallèle de la Banque mondiale et le GdS envisage de créer un cadre conjoint de gestion et
de suivi-évaluation pour ces deux opérations.
The overarching goal of the IPSDCP is to strengthen competitiveness to promote inclusive, sustainable and resilient economic growth. This goal will be achieved through two complementary operational policy objectives, namely: (a) improving the enabling environment for PSD and investment by addressing existing constraints (including access to finance, regulatory barriers, and internal competition); and (b) strengthening PFM systems to support PSD and maximize public sector efficiency in a context presided by fiscal consolidation thus enabling the GoS to invest in economic infrastructure and enhance the quality of public services. Expected outcomes include: (a) improvement in market efficiency (with an expected increase in the goods market efficiency component of the Global Competitiveness Index from 4.3 in 2012 to 4.6 in 2014); (b) easier access to finance, in particular for domestic MSMEs (with the expansion of the portfolio of the Small Business Financing Agency (SBFA) to at least 500 MSMEs with a total SCR 70 million at year-end 2014, from 355 MSMEs and SCR36.7 million in 2012, with specific targets for MSMEs operated by women); and (c) improvement in key PEFA indicators linked to the business enabling environment (PI-19.iii Public access to procurement information, from C+ in 2011 to B in 2014; and PI-27 iii Adequacy of time for the legislature to provide a response to budget proposals, from D in 2011 to B in 2014).
L’objectif primordial de l’IPSDCP est de renforcer la compétitivité en vue de promouvoir une
croissance économique inclusive, durable et résiliente. Cet objectif sera atteint à travers deux
objectifs opérationnels complémentaires, à savoir : a) créer un environnement plus favorable au
développement du secteur privé et à l’investissement en éliminant les contraintes existantes
(notamment l’accès au financement, les obstacles réglementaires et la concurrence interne) ; et b)
renforcer les systèmes de GFP afin de favoriser le développement du secteur privé et maximiser
l’efficacité du secteur public dans un contexte marqué par la consolidation budgétaire, permettant
ainsi au GdS d’investir dans les infrastructures économiques et d’améliorer la qualité des services
publics. Les résultats attendus sont : a) l’amélioration de l’efficacité des marchés (la note obtenue
au titre de la composante sur l’efficacité des marchés des biens de l’Indice de compétitivité
mondiale ayant augmenté de 4,3 en 2012 à 4,6 en 2014) ; b) un accès plus facile au financement,
en particulier pour les MPME locales (avec l’élargissement du portefeuille de l’Agence de
financement des petites entreprises (SBFA) à au moins 500 MPME pour un montant total de 70
millions SCR à la fin de l’exercice 2014, de 355 MPME et 36,7 millions SCR en 2012, avec des
cibles spécifiques définies pour les MPME gérées par des femmes) ; et c) l’amélioration des
principaux indicateurs de l’évaluation PEFA relatifs à l’environnement des affaires (PI-19.iii

The direct beneficiaries of the Programme will be the Seychellois private sector actors, and in particular MSMEs (with specific emphasis on those owned/operated by women and youth), as well as key GoS agencies and departments. The entire Seychellois population will benefit indirectly through the programme’s expected impact on inclusive growth and job creation.
Les bénéficiaires directs du programme seront les acteurs du secteur
privé seychellois, et en particulier les MPME (et notamment celles contrôlées/gérées par des
femmes et des jeunes), de même que les principaux organismes et départements du GdS. Le
programme profitera indirectement à la population seychelloise dans son ensemble en raison de
ses effets attendus sur la réalisation d’une croissance inclusive et la création d’emplois.

Seychelles - The Economic Governance Reforms Programme
Seychelles - Programme de réforme de la gouvernance économique
The Economic Governance Reforms Program (EGRP) is the Bank’s first general budget support operation in Seychelles. It aims to support the Government’s efforts to promote macroeconomic stability and sustainable growth in order to rebalance the economy, by improving economic and financial governance. The EGRP supports the Government’s macroeconomic and financial reform program for 2009-2010 and in particular reforms related to Public Finance Management (PFM) and increasing the role of the private sector as a driver of growth. The reform program has four main thrusts: (i) achieving full convertibility of the Seychelles Rupee and introducing a market determined floating exchange rate; (ii) adopting a comprehensive sustainable debt restructuring strategy; (iii) reducing the role of the State in economic activity, through a public sector reform program and promoting private sector development, and (iv) reinforcing Public Finance Management reforms and strengthening economic and financial governance. The programme comprises two principal components, namely: (i) strengthening PFM, and (ii) enhancing private sector development.
Le programme de réforme de la gouvernance économique (EGRP) constitue la première opération d’appui budgétaire général de la Banque aux Seychelles. Il vise à appuyer les efforts déployés par le Gouvernement pour promouvoir la stabilité macroéconomique et une croissance durable afin de rééquilibrer l’économie, en améliorant la gouvernance économique et financière. L’EGRP appuie le programme gouvernemental de réforme macroéconomique et financière pour 2009-2010 et, en particulier, les réformes relatives à la gestion des finances publiques et au renforcement du rôle du secteur privé en tant que moteur de croissance. Ce programme comporte quatre grands axes : i) assurer la convertibilité totale de la roupie seychelloise et instaurer un taux de change flottant fixé par les lois du marché; ii) adopter une stratégie globale de restructuration durable de la dette; iii) réduire le rôle de l’État dans l’activité économique, en mettant en œuvre un programme de réforme du secteur public et en promouvant le développement du secteur privé; et iv) renforcer les réformes de la gestion des finances publiques ainsi que la gouvernance économique et financière. Le programme comprend deux principales composantes, à savoir: i) le renforcement de la gestion des finances publiques et ii) la stimulation du développement du secteur privé.
The program purpose is to promote macroeconomic stability and sustainable growth in order to rebalance the economy, by improving economic and financial governance. Its operational policy objectives are to strengthen Public Finance Management and enhance private sector development.
Le programme vise à promouvoir la stabilité macroéconomique et une croissance durable afin de rééquilibrer l’économie, en améliorant la gouvernance économique et financière. Ses objectifs opérationnels sont de renforcer la gestion des finances publiques et de stimuler le développement du secteur privé.
The Seychellois population in general should reap the benefits of resumed growth and employment opportunities in the private sector. Further, a direct consequence of strengthened PFM should be that individual ministries and public bodies should become more efficient at delivering public services. Also by supporting a “holistic” review of the business regulatory framework, the EGRP should bring a benefit to economic agents who are presently unable to operate within the current private sector environment.
La population seychelloise en général devrait recueillir les fruits de la reprise de la croissance et de la création de possibilités d’emplois dans le secteur privé. En outre, une conséquence directe du renforcement de la gestion des finances publiques est que chaque ministère et entité publiquec deviendrait plus efficace dans la fourniture des services publics. De même, en appuyant une revue globale du cadre de régulation des affaires, l’EGRP devrait être bénéfique aux opérateurs économiques qui ne sont pas en mesure de mener leurs activités dans l’environnement actuel du secteur privé.

Seychelles - Programme inclusif pour le développement du secteur privé et la compétitivité – Phase II
The Inclusive Private Sector Development and Competitiveness Programme- Phase II (IPSDCP-II), is designed as a single-tranche general budget support (GBS) operation for the fiscal year 2015, financed by an ADB loan of USD 10 million. It ensures continuity of the previous Programme Based Operation (PBO), IPSDCP (2013-2014) and complementarity with the programs of other development partners. The programme targets outputs aimed towards improving the investment climate, more specifically an improved legal framework and systems for business facilitation and investment promotion; initiatives to increase effective demand for Micro, Small and Medium Enterprise (MSME) credit; and an improved regulatory framework for the non-banking financial sector. The programme also targets outputs aimed at enhancing public sector efficiency, including the establishment of a regulatory framework for public-private partnerships and improved transparency and participation in procurement and budget processes.
La phase II du Programme inclusif pour le développement du secteur privé et la compétitivité (IPSDCP-II) est conçue comme une opération d’appui budgétaire général (ABG) au budget 2015, en une seule tranche, financée par un prêt BAD d’un montant de 10 millions d’USD. Elle prolonge la précédente opération d’appui programmatique (OAP), l’IPSDCP (2013-2014), et complète les programmes d’autres partenaires au développement. Les résultats du programme devraient contribuer à l’amélioration du climat de l’investissement et, notamment, à la création d’un cadre et de systèmes juridiques plus favorables en vue de faciliter les affaires et de promouvoir l’investissement ; à des initiatives visant à accroître la demande effective de crédits pour les micro, petites et moyennes entreprises (MPME) ; et à l’amélioration du cadre réglementaire du secteur financier non bancaire. Le programme vise en outre, à travers ses résultats, à accroître l’efficacité des partenariats publics-privés et à améliorer la transparence et la participation aux processus budgétaires et de passation des marchés.
The goal of the proposed programme is to achieve inclusive and sustained economic growth through enhanced competitiveness of the Seychellois economy. The purpose of the operation is to support priority reforms of the Government aimed at achieving two complementary policy objectives considered as crucial towards enhancing competitiveness in Seychelles, namely: 1) improved investment climate, and 2) enhanced public sector efficiency.
Le programme proposé a pour but de promouvoir une croissance économique inclusive et durable par le renforcement de la compétitivité de l’économie seychelloise. L’opération a pour objet de soutenir les réformes prioritaires du gouvernement qui visent à atteindre deux objectifs de politique complémentaires considérés comme essentiels pour le renforcement de la compétitivité aux Seychelles, à savoir : 1) l’amélioration du climat de l’investissement et 2) l’accroissement de l’efficacité du secteur public.
MSMEs, key GoS entities and civil society will benefit from the Programme. The main direct beneficiaries will be private sector operators (in particular MSMEs, with a special emphasis on those owned or operated by women and youth), and public institutions, including MFTBE, MIEDBI, CBS, Registrar’s Office, POU, SRC, FSA, SBFA, SEnPA as well as civil society (through a greater access to budgetary information). Given the expected positive impact on growth, job creation and economic competitiveness, the entire Seychellois population can be considered to be indirect beneficiaries. Budget execution, as supported with funds from the IPSDCP II, will also have direct impact on the population through spending on social services, including health and education, and infrastructure.
Les MPME, les principales entités du GdS et la société civile seront les bénéficiaires du programme. Les principaux bénéficiaires directs du programme seront les opérateurs du secteur privé (en particulier les MPME, notamment celles détenues et gérées par des femmes et des jeunes) et les institutions publiques, notamment le MFTBE, la BCS, le Bureau du Greffier, la POU, la SRC, la FSA, la SBFA, la SEnPA, ainsi que la société civile (à travers un accès accru à l’information budgétaire). Eu égard à son impact positif prévu sur la croissance, la création d’emplois et la compétitivité économique, la population seychelloise dans son ensemble peut être considérée comme étant des bénéficiaires indirects. L’exécution du budget, financée par l’IPSDCP-II, aura également un impact direct sur la population par le biais des dépenses relatives aux services sociaux, notamment à la santé et à l’éducation, ainsi qu’à l’infrastructure.

Seychelles - Governance and Economic Reforms Support Program (GERSP)
Seychelles - Programme d’appui à la gouvernance et aux réformes économiques (GERSP)
The proposed operation is a loan to the Republic of Seychelles of US$20 million (UA 14 million) to finance the Governance and Economic Reforms Support Program (GERSP). It is the first in a 3-year programmatic series, for the years 2021, 2022, and 2023. The program results from a request to the Bank by the Government of Seychelles in February 2021. The proposed GERSP deepens reforms that were introduced through the Seychelles’ COVID-19 Crisis Response Budget Support Program that was approved in June 2020 for an amount of US$ 10 million and will be completed in July 2021. The GERSP loan will contribute to financing the fiscal gap due to declining fiscal revenues and increased spending while reducing the risks in the public debt profile. It will also create more and better opportunities for all Seychellois by (i) conserving the fiscal space and reducing debt vulnerabilities, thus allowing the Government to allocate its scarce resources to priority projects and protecting the vulnerable population; (ii) removing the constraints for doing business, thus enabling local MSMEs to better engage in international trade; and (iii) improving access to renewable energy and better solid waste management practices, thus enhancing inclusive growth and environmental sustainability. Another dimension of the reforms is a partial re-profiling of short-term public domestic debt to mitigate roll-over risks and complement domestic financing.
La présente intervention porte sur un prêt de 20 millions d’USD (14 millions d’UC) à la République des Seychelles pour financer le Programme d’appui à la gouvernance et aux réformes économiques (GERSP). Le premier d’une série programmatique de trois ans, portant sur les années 2021, 2022 et 2023. Il fait suite à une demande adressée à la Banque par le gouvernement des Seychelles en février 2021. Le GERSP vient consolider les réformes lancées par le Programme d’appui budgétaire aux Seychelles en réponse à la crise de la COVID-19, qui a été approuvé en juin 2020 pour un montant de 10 millions d’USD et doit s’achever en juillet 2021. Le prêt contribuera à financer le déficit budgétaire dû à la baisse des recettes fiscales et à l’augmentation des dépenses, tout en réduisant les risques du profil de la dette publique. Il créera des opportunités plus nombreuses et de meilleure qualité pour tous les Seychellois i) en préservant l’espace budgétaire et en réduisant les vulnérabilités liées à la dette, ce qui permettra au gouvernement de consacrer ses rares ressources aux projets prioritaires et à la protection des populations vulnérables ; ii) en levant les obstacles à la pratique des affaires, permettant ainsi aux MPME locales de prendre une part plus active au commerce international ; et iii) en facilitant l’accès aux énergies renouvelables et à de meilleures pratiques de gestion des déchets solides, favorisant ainsi la croissance inclusive et la durabilité environnementale. Le reprofilage partiel de la dette publique intérieure à court terme en vue d’atténuer les risques de refinancement et compléter le financement intérieur constitue une autre dimension des réformes.
The overarching goal of the proposed program is to strengthen economic governance reforms that will sustain inclusive growth and mitigate the adverse impact of the COVID-19 pandemic while reinforcing green growth, and environmental and climate resilience. Its operational policy objectives are to: advance fiscal sustainability by supporting improvements in economic management and governance, improve the business enabling environment by supporting structural reforms, and enhance green growth, climate change and environmental resilience.
Le programme a pour objectif premier de renforcer les réformes de gouvernance économique censées soutenir la croissance inclusive et atténuer les effets négatifs de la pandémie tout en favorisant la croissance verte et la résilience environnementale et climatique. Ses objectifs opérationnels consistent à : promouvoir la viabilité budgétaire en encourageant l’amélioration de la gestion économique et de la gouvernance ; instaurer un environnement plus favorable aux entreprises en appuyant les réformes structurelles ; et promouvoir la croissance verte ainsi que la résilience climatique et environnementale.
The beneficiaries will include the entire population of Seychelles, due to the broadness of the reform agenda and its impact on the entire public administration, economic growth, and environmental and climate resilience. Targeted interventions will be undertaken to ensure that women and youth are among the key beneficiaries of the program’s activities. The increased fiscal space generated will allow for greater spending on social programs oriented toward achieving the SDGs. Beneficiaries include the private sector in general and the MSMEs, in particular, through improved business environment, access to finance, and climate resilience. Direct beneficiaries are the Ministry of Finance, Economic Planning and Trade (MoFEP&T), Ministry for Investment, Entrepreneurship and Industry, Ministry of Agriculture, Climate Change and Environment, Ministry of Employment and Social Affairs, Public Utilities Corporation, Seychelles Energy Commission, and Seychelles Revenue Commission.

The proposed operation is an ADB loan of US$25 million to the Republic of Seychelles to finance the Second Phase of the Governance and Economic Reforms Support Program (GERSP-II). The GERSP was designed to support Seychelles’ post-COVID19 economic recovery in a 3-year programmatic series, for the years 2021, 2022 and 2023. Phase I of the GERSP was approved by the Bank Group’s Board of Directors on 7 July 2021 and the resources (UA 15.04 million, equivalent to USD 20 million) supported the Government to bridge the financing gap in 2021 and implement the programme. GERSP-II aims to consolidate and expand these efforts to further strengthen economic resilience and inclusive post-COVID-19 pandemic economic recovery across several areas of the Seychelles economy. These include supporting continued effort to advance fiscal sustainability by improving tax revenue performance; enhancing governance in the public sector, including state-owned enterprises (SOEs); and strengthening AML/CFT financing framework.
La présente intervention porte sur un prêt de 25 millions d’USD à la République des Seychelles pour financer la deuxième phase du Programme d’appui à la gouvernance et aux réformes économiques (GERSP-II). Conçu pour soutenir la reprise économique aux Seychelles après la crise née de la pandémie de COVID-19, le GERSP s’articule autour d’une série programmatique de trois ans portant sur les années 2021, 2022 et 2023. La phase I du GERSP a été approuvée le 7 juillet 2021 par le Conseil d’administration du Groupe de la Banque et les ressources allouées au titre de cette phase (à savoir 15,04 millions d’UC, l’équivalent de 20 millions d’USD) ont aidé le gouvernement à résorber un déficit de financement en 2021 et à mettre en œuvre le programme. Le GERSP-II vise à consolider et amplifier ces efforts pour renforcer la résilience économique et la reprise économique inclusive après la pandémie de COVID-19, et ce dans plusieurs domaines de l’économie du pays. Il s’agit notamment de soutenir les efforts continus pour faire progresser la viabilité budgétaire en améliorant les recettes fiscales, en assurant une meilleure gouvernance dans le secteur public, y compris les entreprises d’État, et en renforçant le cadre de financement de la lutte contre le blanchiment d’argent et contre le financement du terrorisme.

Seychelles - Programme d’Appui à la Gouvernance et aux Reformes Economiques (GERSP) – Phase III
The Governance and Economic Reforms Support Programme (GERSP)-III is the final intervention of the three-year programmatic operation covering 2021, 2022, and 2023 in Seychelles. The GERSP-III aims to strengthen the economic governance reforms that will sustain inclusive green growth and support post-COVID-19 recovery while reinforcing environmental and climate resilience. The project is a continue support of the Bank to Seychelles’ Medium-Term Fiscal Framework (MTFF), 2021-2023 through three components: (i) advancing fiscal sustainability; (ii) improving business environment; and (iii) improving climate change and environmental resilience. The GERSP-III’s key expected outputs are: (i) improved tax revenue performance; (ii) improved governance in the public sector, including in state-owned enterprises (SOEs); (iii) strengthened anti-money laundering and counter terrorism (AML/CFT) financing framework; (iv) enhanced environment for doing business; and (v) enhanced climate change responses and renewable energy and solid waste management frameworks.
Le Programme de soutien à la gouvernance et aux réformes économiques (GERSP)-III est la dernière intervention d'une opération programmatique de trois ans couvrant les années 2021, 2022 et 2023 aux Seychelles. Le GERSP-III vise à renforcer les réformes de gouvernance économique qui soutiendront une croissance verte inclusive et appuieront la reprise post-COVID-19 tout en renforçant la résilience environnementale et climatique. Le projet est un soutien continu de la Banque au Cadre budgétaire à moyen terme (CFMT) des Seychelles, 2021-2023, à travers trois composantes : (i) l'amélioration de la viabilité budgétaire ; (ii) l'amélioration de l'environnement des affaires ; et (iii) l'amélioration de la résilience au changement climatique et à l'environnement. Les principaux résultats attendus du GERSP-III sont entre autres : (i) l'amélioration des recettes fiscales ; (ii) l'amélioration de la gouvernance dans le secteur public, y compris dans les entreprises publiques ; (iii) le renforcement du cadre de financement de la lutte contre le blanchiment d'argent et le terrorisme ; (iv) l'amélioration de l'environnement des affaires ; et (v) l'amélioration des réponses au changement climatique et des cadres de gestion des énergies renouvelables et des déchets solides.

L'objectif de GERSP-III est de renforcer les réformes de gouvernance économique qui soutiendront une croissance verte inclusive et appuieront la reprise post-COVID-19 tout en renforçant la résilience environnementale et climatique. Avec ce projet, la Banque s'engage à continuer à soutenir le Cadre budgétaire à moyen terme (CFMT) des Seychelles pour la période 2021-2023 à travers trois composantes : (i) l'amélioration de la viabilité budgétaire ; (ii) l'amélioration de l'environnement des affaires ; et (iii) l'amélioration de la résilience au changement climatique et à l'environnement.
The beneficiaries of the GERSP-III project are the entire population of Seychelles, due to the scope of the reform program and its impact on overall public administration, economic growth, and environmental and climate resilience. Specific beneficiary groups include: i) users of state-provided social services, ii) taxpayers, iii) domestic and foreign investors, iv) the Seychellois workforce, including women facing redundancy as a result of the pandemic, and v) the most disadvantaged members of the population, including outlying islands.
Les bénéficiaires du projet GERSP-III constituent l'ensemble de la population des Seychelles, en raison de l'ampleur du programme de réforme et de son impact sur l'ensemble de l'administration publique, la croissance économique et la résilience environnementale et climatique. Les groupes spécifiques de bénéficiaires incluent : i) les utilisateurs des services sociaux fournis par l'État, ii) les contribuables, iii) les investisseurs nationaux et étrangers, iv) la main-d'œuvre seychelloise, y compris les femmes confrontées à des licenciements en raison de la pandémie, et v) les membres les plus défavorisés de la population, y compris les îles périphériques.
