The Program complements Somalia’s efforts to advance its development agenda (consolidate peace, accelerate reductions in poverty and income inequality, catalyze needed financing for transformative growth generating infrastructure). It consists of two broad components namely: (i) strengthening domestic revenue mobilization and public financial management; and (ii) advancing financial sector development. The operation has been designed in anticipation of Somalia’s arrears clearance, a process being undertaken by the United Kingdom (UK). It takes into account the need for the Bank to step up its re-engagement with Somalia, post-arrears clearance, and to support the country’s on-going economic and financial reforms. The implementation of the reforms being supported by the program is expected to lead to high, sustainable and inclusive growth for Somalia. This operation is strongly coordinated with those of the WB and IMF.La présente opération porte sur un don d’un montant de 89 millions d'UC sur les ressources du pilier I de la Facilité d’appui à la transition (FAT) au titre du FAD-14 en faveur de la République fédérale de Somalie, en vue du financement du Programme d’appui aux réformes économiques et financières (EFRSP). Le programme est complémentaire aux efforts de la Somalie pour faire avancer son programme de développement (consolider la paix, accélérer la réduction de la pauvreté et des inégalités de revenus, catalyser le financement nécessaire pour des infrastructures génératrices de croissance transformatrice). Il est constitué de deux grandes composantes, à savoir : i) renforcer la mobilisation des recettes intérieures et la gestion des finances publiques ; et ii) favoriser le développement du secteur financier. L'opération a été conçue en prévision de l'apurement des arriérés de la Somalie, un processus étant effectué par le Royaume-Uni (UK). Elle tient compte de la nécessité pour la Banque d'intensifier son réengagement avec la Somalie, après l'apurement des arriérés, et de soutenir les réformes économiques et financières en cours dans le pays. La mise en œuvre des réformes bénéficiant de l’appui du programme devrait déboucher sur une croissance plus forte, durable et inclusive au profit de la Somalie. Cette opération est en étroite coordination avec celles de la Banque mondiale et du FMI.The goal of the proposed program is to restore fiscal and economic stability through improved Public Financial Management (PFM). Consistent with the Federal Government of Somalia (FGS) reform program, the overall operational objectives of the proposed operation are to (i) support the building of a strong foundation for inclusive and selfreliant economic growth; and (ii) build state capacity for transparent and accountable management of public resources, enhance financial sector stability, and strengthen compliance with the framework for anti-money laundering/combatting the financing of terrorism. The Kismayo and Baidoa towns contribute significantly to the country’s social and economic development. Because of their concentrated populations, the two cities are favourable locations for the provision of quality health care, and water supply and sanitation services. The project, therefore, seeks to reduce economic and social exclusion of poor and vulnerable groups by improving access to safe and reliable water supply in the two towns, where around 65% of the population live below the poverty line. The Project is key to improving the quality of life for the population of Kismayo/Baidoa and its expansion will scale up the much-anticipated benefits for a wider population. Additional Financing of UA 7.5 million will mainly go towards; (i) expanding the scope of the Water and Sanitation Infrastructure component and (ii)supporting the establishment of two Water Development Agencies in Kismayo and Baidoa, respectively. The total cost including additional activities is estimated at UA 17.924 million, net of taxes and duties. The Project implementation period stands at 48 months with a completion date of 2024.Le projet d’alimentation en eau et assainissement des villes de Kismayo et Baidoa fait partie des activités prioritaires identifiées par l’évaluation des besoins en eau et assainissement menée en 2014 par la Banque. Les villes de Kismayo et Baidoa ont une place prépondérante dans le développement socioéconomique du pays. En raison de leur concentration démographique, elles sont toutes deux des lieux propices pour la fourniture de services de santé et d’alimentation en eau et d’assainissement de qualité. Le projet vise donc à réduire l’exclusion économique et sociale des groupes pauvres et vulnérables qui y habitent, dont environ 65 % de la population vivent sous le seuil de pauvreté, par l’amélioration de l’accès à un approvisionnement en eau salubre et fiable. Le projet est déterminant pour l’amélioration de la qualité de vie des populations de Kismayo et de Baidoa et son extension permettra d’accroître le nombre de bénéficiaires de ses avantages tant attendus. Le présent financement additionnel d’un montant de 7,5 millions d’UC servira principalement à : i) étendre la portée de la composante Infrastructures d’eau et d’assainissement ; et ii) soutenir la création de deux agences de mise en valeur des ressources en eau à Kismayo et Baidoa, respectivement. A WSS service gap has been created due to an influx of IDPs and Returnees to Kismayo and Baidoa. The additional financing will scale up the operation by expansion of the original project scope to address the WSS service gap and serve an additional280,000 beneficiaries bringing the total target population to 480,000 (50% women).Le projet initial visait à améliorer les conditions de vie d’environ 200 000 personnes au sein des communautés urbaines et périurbaines de Kismayo et Baidoa par l’amélioration de l’accès aux services d’eau et d’assainissement et la protection de l’environnement. L'afflux de personnes déplacées et de rapatriés à Kismayo et Baidoa a créé un déficit dans les services d’AEPA. This is part of the Bank’s continuous engagement with countries in fragile situation as well as a response to a specific request from the Federal Government of Somalia to support the government’s state building efforts. The project will contribute to capacity enhancement in macroeconomic management through strengthened revenue and PFM institutions, as well as improving transparency and accountability for better public service delivery. It builds on the work of the previous financial governance projects, and aims to consolidate their achievements. Specific areas that will be maintained include support to debt management and budget preparation. The project has three mutually reinforcing components: (i) Strengthening macro-economic planning and management (ii) Enhancing control, transparency and accountability in the use of public resources, and (iii) strengthening capacity for project management. The expected outcomes are: (i) Enhanced domestic revenue mobilization which will be measured through increased revenue to GDP ratio, and; (ii) Improved fiscal space to increase share of budget allocated to social sectors. The project will be implemented over the period 2018-2020 with a total cost (exclusive of tax and customs duty) estimated at UA 5.5 million, including contingencies.La présente intervention concerne la Phase II du Projet d’appui institutionnel à la gouvernance économique et financière en Somalie. Elle s’inscrit dans la continuité de l’engagement de la Banque auprès des pays en situation de fragilité et constitue la réponse à une demande spécifique du Gouvernement fédérale de Somalie visant un soutien aux efforts que déploie le gouvernement pour la consolidation de l’État. Le projet contribuera à l’amélioration des capacités de gestion macroéconomique par le renforcement des institutions de collecte des recettes et de gestion des finances publiques, ainsi que l’amélioration de la transparence et de la reddition des comptes pour une meilleure prestation des services publics. L’intervention s’appuie sur le travail effectué par les projets sur la gouvernance financière antérieurs, et vise à consolider leurs réalisations. Elle continuera de soutenir spécifiquement les volets gestion de la dette et préparation budgétaire. The project will seek to enhance the institutional and operational effectiveness of selected institutions within government through developing policy frameworks, support implementation of new fiduciary instruments (PFM and Procurement), revenue mobilization strategy, support training and skills transfer, and provide technical assistance, ICT infrastructure and equipment support.L’objectif général du projet en matière de développement est de renforcer la gestion macroéconomique et d’améliorer la transparence et la responsabilité dans l’utilisation des ressources publiques. Le projet s’emploiera à améliorer l’efficacité institutionnelle et opérationnelle de certaines institutions au sein du gouvernement par l’élaboration de cadres de politique générale, un soutien à la mise en œuvre de nouveaux instruments fiduciaires (GFP + passation des marchés), une stratégie de mobilisation des recettes et un soutien à la formation et au transfert des compétences, la fourniture d’une assistance technique et la fourniture d’infrastructures TIC et un soutien à l’équipement.The direct project beneficiaries are the Ministry of Finance core departments( Budget, Procurement, Internal Audit, Debt Management Unit, Inland Tax Department, Office of the Auditor General); and infrastructure ministries notably: Energy and Water Resources, Ports and Marine Transport as well as Transport and Civil Aviation. The project will benefit the government and the people of Somalia through building the weak human and institutional capacity in the domestic revenue administration at federal level, as well as its public financial management systems. The project will also contribute to promoting good economic governance and the fight against poverty. The project is expected to result in improved service delivery in the country, arising from increased revenue collection and increased efficiencies in PFM. Projet de réinsertion socio-économique des ex-combattants et des jeunes à risqueThe Socio-economic reintegration of ex-combatants and youth at risk project directly contributes to Somalia’s on-going recovery efforts and the measures to promote stability and inclusion. The project is tackling one of the drivers of fragility and illegal migration in Somalia (youth unemployment). It will also contribute to improved technical capacity and governance at the sector level. It adopts a two-pronged approach by directly equipping vulnerable youth with technical and vocational skills relevant for the labour market while supporting capacity building of relevant state institutions to enable them address youth unemployment and vulnerability issues on a more sustainable basis in the near future. The main project interventions are: provision of psycho-social counselling, technical and vocational skills training, financial literacy training, apprenticeship and mentorship, job placement through apprenticeships and provision of basic tools as start-up kits to trained youth. The total cost is estimated at UA 3.30 million excluding taxes and duties.Le projet de réinsertion socio-économique des ex-combattants et des jeunes à risque contribue directement aux efforts de redressement actuellement menés en Somalie et aux mesures prises pour promouvoir la stabilité et l’inclusion. Le projet s’attaque à l'un des facteurs de la fragilité et de la migration clandestine en Somalie (le chômage des jeunes) et contribuera à améliorer les capacités techniques et la gouvernance au niveau sectoriel. Il opte pour une approche à deux volets en dotant directement les jeunes vulnérables de compétences techniques et professionnelles adaptées au marché du travail et, parallèlement, en appuyant le renforcement des capacités dans les institutions de l’État concernées pour leur permettre de s’attaquer bientôt et sur une base durable à la question du chômage et de la vulnérabilité des jeunes. Les principaux champs d’intervention du projet sont le soutien psychosocial, la formation technique et professionnelle, la formation aux compétences financières, l'apprentissage et le mentorat, l’insertion sur le marché du travail par le biais de stages, et la fourniture aux jeunes d'instruments de base (trousses de démarrage) à l’issue de leur formation. Le coût total est estimé à 3,30 millions d’UC hors droits et taxes.The overall development objective of the project is to promote sustainable reintegration of youth at risk including ex-combatants. The specific objective is to equip these youth with the needed social and livelihoods skills for sustainable reintegration into society and help enhance government’s capacity for tackling youth unemployment. The expected outcomes are sustainable reintegration of youth at risk including ex-combatants and enhanced government capacity for youth empowerment and reintegration programming.L'objectif global du projet est de favoriser la réinsertion durable des jeunes à risque (et notamment des ex-combattants) dans la société somalienne en général. L’objectif spécifique est de doter ces jeunes des compétences sociales et de subsistance nécessaires pour qu’ils puissent se réinsérer durablement dans la société, et, d’autre part, de contribuer à renforcer la capacité du gouvernement à s’attaquer au chômage des jeunes. Les résultats escomptés sont la réinsertion durable des jeunes à risque et notamment des ex-combattants et le renforcement de la capacité du gouvernement à programmer l’autonomisation et la réinsertion des jeunes.The project directly targets two categories of youth i.e highly vulnerable youth and youth disengaging from Al Shabaab (ex-combatants). A total of 1,500 youth at risk of becoming disillusioned or joining criminal gangs and militias including 500 youth ex-combatants will benefit from vocational and entrepreneurship training and assistance to integrate into the local economy. Overall, 525 out of the 1,500 target youth beneficiaries will be female. Under the project, communities will be supported to develop action plans to combat Gender-Based Violence and this will significantly improve the lives and wellbeing of Somali women. Skills shortages is one of the major challenges affecting the private sector in Somalia. Industry players will benefit from the existence of a pool of skilled youth. The various institutions of the Federal Government of Somalia targeted for capacity building under the project will benefit from enhanced capacity which would in the long run translate into better service delivery for all citizens.Le projet cible directement deux catégories de jeunes, à savoir les plus vulnérables et les « ex-combattants » d’Al-Shabaab. Au total, 1 500 jeunes – qui risquent d’être totalement désabusés et de rejoindre des milices et des bandes criminelles, dont 500 jeunes ex combattants – vont recevoir une formation professionnelle ainsi qu’une formation et une aide à la création d’entreprises afin de pouvoir s’intégrer dans l’économie locale. Tout compris, 525 des 1 500 jeunes bénéficiaires ciblés seront de sexe féminin. It is an autonomous institutional strengthening and investment program, funded by the Rural Water Supply and Sanitation Initiative Trust Fund (RWSSI) and the Facility for Rural Water Supply and Sanitation (RWSSI) and Transition Support (FAT). It contributes directly to Somaliland's current efforts to strengthen water security and improve community livelihoods. To achieve this, the program takes an integrated approach, combining small- and medium-scale water storage facilities and the use of well water to increase the quantity and availability of water, facilitate adaptation the consequences of climate change and build resilience. Its total cost is estimated at UA 6 million. The program is structured around the following three components: 1) support for water and sanitation infrastructure to strengthen resilience; 2) capacity building; and 3) program management.Le Programme de développement des infrastructures hydrauliques pour le renforcement de la résilience au Somaliland vise globalement à renforcer durablement la résilience du secteur de l'eau et de l'assainissement, et à développer les infrastructures hydrauliques et d’assainissement dans les régions hautement prioritaires du Somaliland frappées par la sécheresse. Il s'agit d'un programme autonome de renforcement institutionnel et d’investissement, financé par le Fonds d’affectation spéciale de l’initiative pour l’alimentation en eau et l’assainissement en milieu rural (RWSSI) et la Facilité d’appui à la transition (FAT). Il contribue directement aux efforts déployés actuellement par le Somaliland pour renforcer la sécurité hydrique et améliorer les moyens de subsistance des communautés. Directly, the program is expected to benefit a total population of 250,000 (50% women) and livestock. The water vocational training institute in Hargeisa will also benefit from the program. In addition, 20 public institutions (schools, markets and health facilities) are expected to benefit from sanitation interventions, including rainwater harvesting. Indirectly, the program will provide employment opportunities for local populations, including youth, as well as service providers, including consultants, NGOs and contractors. All residents of the program area and beyond will benefit from the promotion of hygienic practices through the local media and the mobile phone platform.Ce programme aura pour bénéficiaire la population rurale du Somaliland, dont les Personnes déplacées à l’intérieur du pays (PDI) établies dans les zones périurbaines de Hargeisa et d’autres villes. The project, which is part of Somalia's National Action Programme for Adaptation to Climate Change (NAPA), focuses on the need to prepare regional water resource management plans. It constitutes an important step in the efforts of Somaliland to develop and sustainably manage its water resources. The project will have four main components: (i) preparation of an integrated water resources management plan; (ii) preparation of an investment plan comprising projects and programmes for financing; (iii) design and implementation of priority rehabilitation works; and (iv) provision of sector support and capacity building. Through the preparation of a water resources management and investment plan, the project will not only improve water resources management, but catalyse the large investments needed to develop the sector. Over the long term, the project is expected to have a significant impact on efforts to recover from the impacts of the drought, help create water security and drought resilience, improve livelihoods and support economic recovery. Its implementation will be conducted over a period of 30 months after approval. The estimated total cost of the project, including duty and taxes, is €3,000,000.Le présent projet a pour objet de satisfaire le besoin identifié d’un plan global de gestion intégrée et de mise en valeur des ressources en eau au Somaliland, qui contribuera aux efforts déployés actuellement pour assurer la sécurité de l’alimentation en eau et la résilience face à la sécheresse, se remettre des effets de la sécheresse, améliorer les moyens de subsistance et appuyer la reprise économique. The MoWR and other ministries will benefit from the sector support plans and actions. The decentralised levels of government and communities will benefit from the support given during implementation of the priority works. It aims to strengthen government capacity in the budgeting process and resource allocation towards policy priorities. This will enhance the impact of the national budget on the delivery of services and hence poverty reduction through increasing efficiency and effectiveness of resource allocation and execution in line with pro-poor policies. This project is a centerpiece of the Bank's continued and early re-engagement in Somalia to support its transition out of conflict. It builds upon previous Bank supported Public Financial Management (PFM) reforms in Somalia. It has three components: (i) enhancing fiscal planning and economic analysis underpinning the national budget, (ii) strengthening the budget preparation process for accountable and effective allocation of resources; and (iii) support to capacity development in PFM and macroeconomic management and project management.Le Projet d’appui institutionnel à la gouvernance économique et financière est initié par le gouvernement fédéral de Somalie avec l'appui de la Banque africaine de développement. Ce projet est une pièce maîtresse du réengagement continu et rapide de la Banque en Somalie pour soutenir sa transition hors du conflit. Indeed, the Federal Government of Somalia is planning to strengthen the aid coordination function in the country in line with the international declaration on aid effectiveness and has requested the Bank assistance in this endeavor. The project will assist the Government of Somalia to restore the country’s capacity for donor coordination and effective management of donor assistance. It will also assist in re-engaging the country with the international community. The Technical Assistance involves the implementation of capacity development measures and the provision of policy advice on aid coordination. The project addresses urgent needs for water and sanitation provision in rural and peri-urban areas affected by recurring droughts and waterborne diseases such as acute watery diarrhea and cholera. Indeed, the state of disrepair of water and sanitation infrastructure is a major factor contributing to significant outbreaks of water-borne diseases, particularly diarrhea whose incidence rate in Somalia is 21%. The interventions proposed under this project will therefore improve the quality of life of about 175,000 people and their livestock in rural Somalia. They are articulated around the following two operational components: 1) capacity building and 2) construction / rehabilitation of water supply and sanitation infrastructure for stability and resilience that will create about 1,300 jobs. In addition, the project will promote the use of water for multiple purposes, community mobilization campaigns and awareness of health and hygiene issues will be conducted, practices of nondéfécation in the open, through the community-led total sanitation approach will also be promoted. The total cost of the project is estimated at about UA 8,189 million.Le projet d'amélioration de l’accès aux services d’eau et d’assainissement en milieu rural en Somalie (IAWSRS) est une opération autonome d’investissement et de renforcement des institutions. Le projet répond aux besoins urgents en matière de fourniture de services d’eau et d’assainissement dans les zones rurales et périurbaines touchées par des sécheresses récurrentes et des maladies d’origine hydrique comme la diarrhée aqueuse aiguë et le choléra. This project directly contributes to Somalia’s on-going recovery efforts and the measures to promote stability and inclusion through investment in strengthening the public works institutions towards effective delivery of basic services. It will improve the capacities of MPWR&H and State-level Authorities responsible for public works to enable them to independently plan, manage and oversee infrastructure construction projects and maintenance works. The former includes the ability of Public Works Authorities to work with all relevant stakeholders and ensure the involvement of local communities and other marginalized groups (e.g. women and the youth). The enhanced and certified expertise of youth achieved through the project’s activities will lead to an increase of employment in the sector, result in higher household incomes and help rebuilt the country. The outlined project will help pave the way for a well capacitated and sovereign Somali government.Le Projet de renforcement des capacités des institutions du secteur des travaux publics s’inscrit dans le cadre des efforts déployés pour réduire la fragilité et renforcer la résilience de la Somalie. Il contribue directement aux efforts de redressement en cours de la Somalie et aux mesures visant à promouvoir la stabilité et l’inclusion par l’investissement dans le renforcement des institutions chargées des travaux publics en vue d’offrir des prestations de services de base efficaces. Le projet consiste à renforcer les capacités du MPWR&H et des autorités responsables des travaux publics au niveau des États afin de leur permettre de planifier, gérer et superviser de manière indépendante les projets de construction des infrastructures et les travaux d’entretien. Il s’agit, tout d’abord, de renforcer la capacité des Autorités chargées des travaux publics à collaborer avec l’ensemble des parties prenantes pertinentes et à assurer la participation des communautés locales et des autres groupes marginalisés (notamment les femmes et les jeunes). An additional estimated 200 staff in the 5 state level Ministries will benefit from trainings. Furthermore, a total of 1150 youth (50% women) will profit directly through on-the ground training on construction related skills, entrepreneurship toolkits and employment facilitation in public works (1100 trained; the 1150 includes the interns and apprentices at MPWR&H). The project includes four components: (i) Institutional Development is to facilitate the establishment and transformation of the Statistics Departments through the formulation and implementation of National/regional statistical development strategies and Statistics Acts; (ii) Staff Training will be composed of two subcomponents; (iii) Information Communication Technology (ICT) is to facilitate the production and management of statistical data in the Statistics Departments on a sustainable basis; (iv) Project Management and Audit.Le projet national de renforcement des capacités statistiques en Somalie est initié par le gouvernement de la République de Somalie avec l’appui de la Banque africaine de développement. The project also supports infrastructure rehabilitation by ensuring that all civil works are underpinned by technical feasibility studies and sound analysis. It includes the following three components: (i) Institutional Capacity Strengthening for Improved Economic Policy Analysis, Implementation and Coordination. This component focuses on establishing, staffing and equipping the Economic Strategy Unit (ESU) under the Minister of Finance. Six (6) subject matter experts (economists, financial analyst, fiscal analyst, expenditure management and intergovernmental affairs) will be recruited under the project. The proposed ESU’s main activities will be to provide expert advice to the Minister of Finance, enhance coordination between finance and planning functions, and coordinate implementation of the various actions across government ministries and agencies required for meeting the benchmarks under the Staff Monitored Programs. (ii) Enhancing Skills for Infrastructure Development. The component focuses on building Somalia’s expertise in upstream studies needed for the implementation of infrastructure projects, including the corridors program. This work will draw from and build on the findings of the Transport Sector Needs Assessments (TSNA) for Somalia, which was commissioned and sponsored by the Bank. These upstream studies will focus on targeted rehabilitation works for: Belet Weyne-Galkayo-Garowe road (including the link between Belet Weyn and Ferfer (Somalia/Ethiopia border)); Luuq, Ganane-Dolow road, and; Galkayo-Hobyo road. (iii) Project Management: This component entails monitoring and evaluation activities, external audit and Project management activities.Le projet de renforcement des institutions pour la gestion de la politique économique et le développement des infrastructures (SIEPMID) vise à améliorer la gouvernance financière et économique en Somalie. The project will benefit the government and the people of Somalia through building the weak human and institutional capacity in macroeconomic policy and fiscal planning at federal level. - Projet d'assistance technique et de renforcement des capacités pour la mise en place de l'Autorité de régulation de l'énergie (ERA)Technical Assistance and Capacity Building Project for the setting up of the Energy Regulatory Authority (ERA) is a nationwide programme that seeks to build the capacity of the Federal Ministry of Energy and Water Resource (FMEWR) of Somalia, to better support its oversight functions over the fragile and informal energy sector of Somalia. The project has two components; (i) Development of Capacity Building plan on Sector Governance Frameworks and training manual to guide the development of appropriate skills for the sector, including Skill training and Energy Database Management of a unit within the FMEWR. It includes an assessment of capacity needs of the sector, development of capacity building plan and training manual. In addition carrying out skills training for 45 trainers (ToT) initially on energy policy, regulation, statistics, sector reforms and planning, and setting up an Energy Database Management System (EDBMS) under the management of a unit within the FMEWR to coordinate and disseminate relevant data and information on the Somali Energy sector.; and (ii)Technical Assistance to the FGS to establish an energy regulatory authority and provide support to women participation in the sector for the formalization of the highly informal Somali electricity sector.Le projet d'assistance technique et de renforcement des capacités pour la mise en place de l'Autorité de régulation de l'énergie (ERA) est un programme national qui vise à renforcer les capacités du ministère fédéral de l'énergie et des ressources en eau (FMEWR) de la Somalie, afin de mieux soutenir ses fonctions de contrôle sur le secteur fragile et informel de l'énergie en Somalie. The project focuses on increasing access to safe water, improved sanitation and strengthening capacity for improved delivery of water and sanitation services in Kismayo (Jubbaland State) and Baidoa (South West State) towns. The project will reduce economic and social exclusion of poor and vulnerable groups in the two towns, where an estimated 65% of the population live below the basic needs poverty line and 70% of the population is younger than 30 years is often unemployed by improving access to safe and reliable water supply. The project will improve access to affordable water supply and sanitation services in Kismayo and Baidoa, particularly for the Internally Displaced Persons (IDP’s) -who comprise 43% of the population, have contributed significantly to the growing urban informality in the two towns, and are facing great hardship in accessing clean water and improved sanitation. Water and Sanitation tariffs will be reviewed to incorporate lifeline tariffs, which often ensure that those in greatest hardship can afford water and sanitation services. Selected education, health and market facilities will also benefit from improved water and sanitation facilities and hygiene training and promotion. The project will cost an estimated UA 9.589 million and its implementation period is 48 months with a completion date of September 2023.Le présent projet vise à améliorer la qualité de vie, l’inclusivité et la résilience, à travers la fourniture de services durables d’eau et d’assainissement. Recognizing the limited resource envelope and the fragile situation in Somalia - where years of protracted conflict and increased violence has undermined service delivery; the project has concentrated on; (i) construction/rehabilitation of key urban water supply/sanitation systems to improve access to clean water supply and basic sanitation services for the underserved; (ii) ensuring complementarity with other on-going donor interventions and (iii) building the capacity of the MoEWR and the 2 FMS (Jubbaland and South West State) to enhance service delivery through innovative Public-Private Partnerships. The two FMS States of Jubbaland and South West State will also benefit from the support given during implementation of the infrastructure works. Community members will benefit from employment during physical implementation. Project activities are mainly construction and management of water and sanitation infrastructure including the provision of water-related services, and all these will create jobs contributing to some extent to SDG No 8, which addresses decent work for all. The project will improve access to safe and more affordable water supply and sanitation services in Kismayo and Baidoa, particularly IDP’s who are facing great hardship. Water and sanitation services tariffs and charges will be reviewed; and will incorporate features such as lifeline tariffs, to ensure those in greatest hardship can afford water services, bid documents will require contractors to adhere to core labor standards and carry out HIV/AIDS awareness training for workers and surrounding communities. Internally Displaced People and returnees in the project areas will also benefit from the interventions. Selected education facilities will also benefit from improved water and sanitation facilities and hygiene training and promotion. The project will also provide employment opportunities to an estimated 420 local people, including youth as well as service providers including consultants, NGOs and contractors. Livestock will also benefit from the water provided under the project. A total 350 youth (at least 30% women) from marginalized groups including IDPs and their host communities will be trained under the skills enhancement program. Thirty - five (35) interns will be attached to the project for them to acquire practical skills in disciplines such as civil engineering including project management. Indirect Beneficiaries: Population in the project area and beyond of an estimated 100,000 people will benefit from the hygiene promotion and women and young people will be the focus of efforts to deliver the planned activities through labour-based construction services.Les principaux bénéficiaires sont quelque 200 000 personnes des communautés urbaines et péri-urbaines de Kismayo et Baidoa. Strenghtening PFM and Debt Management ProjectSomalie - Projet de renforcement de la PFM et de la gestion de la detteThe project is critical to support FGS to ensure more efficient PFM practice that will be needed to handle the increased external support and complexity of development financing that Somalia may receive after reaching the HIPC completion point. Somalia has made good progress in the area of financial transparency and accountability; but further action is still needed. A basic fiscal framework - supported by an annual budget process, regular fiscal reporting and improved cash management capacity - has been established by the FGS. The overall Ibrahim Index of African Governance (IIAG) score improved from 8.0 out of 100 in 2013 to 19.2 in 2019. However, the Bank’s CFRA conducted in 2020 has identified five PFM challenges and fiduciary risks: (i) instituting PFM fundamentals for budget credibility; (ii) effective budget execution and financial accountability; (iii) improving policy formulation, planning and budget preparation; (iv) institutional structures; and (v) sound public debt management and transparency. In addition, essential central institutions such as the Ministry of Finance (MoF) and other ministries suffer from significant capacity deficiencies due to inadequate physical infrastructure, and financial and human capital resources. Addressing these identified areas require significant technical and financial assistance, given the current tight fiscal space, with extremely limited capacity to raise revenue. Therefore, this operation is in line with addressing the challenges identified in the CFRA.Le projet est essentiel pour aider le FGS à assurer une pratique plus efficace de la PFM qui sera nécessaire pour gérer l'aide extérieure accrue et la complexité du financement du développement que la Somalie pourrait recevoir après avoir atteint le point d'achèvement de l'initiative PPTE. The project will ultimately indirectly benefit all citizens of Somalia through building the weak human and institutional capacity in public debt management and promoting good economic governance. This is a capacity development project for statistics that will help to enhance the quality and quantity of statistics in the country, to improve evidence-based decision-making and policy dialogue, in line with nationally determined priorities. The expected outputs of the project will be: (i) trained staff in collection, compilation, analysis and dissemination of statistical data as well as coordination and advocacy products; (ii) manuals and guidelines compliant with international statistical concepts, methods and classifications produced; (iii) functional and equipped ICT Statistics Departments for Federal Member States (FMS); (iv) Databases, Data portal and better quality statistical publications for Federal Government of Somalia (FGS) and FMS, and functional national coordination committee and Technical Working Groups (TWGs) for the national statistical system. The specific objectives are: (i) to provide technical support in institutional building and statistical operations as well as support the coordination and advocacy for the national statistical system; (ii) to enhance the technical capacity of staff, through short- and long-term official statistical trainings and on-the-job skills transfer; and (iii) to build functional Information Communication Technology (ICT) for production and management of statistical information for FGS and the beneficiary FMS.L’objectif global de développement du projet est de renforcer le système national de statistiques (SNS) afin de produire et de diffuser des informations statistiques à des fins de formulation de politiques, de planification et de prise de décisions fondées sur des données probantes. The project is expected to contribute to the effort of strengthening coordination of the national statistical system in Somalia. This will be done in a full feasibility study for the project to produce feasibility reports to inform the Government of Somalia and potential financiers and investors on the key considerations for implementation of the project. The upgrading of the badly deteriorated gravel road when completed will also promote food production, improve market accessibility and create jobs for the youths in Somalia. The Feasibility Study will help to determine the technical, economic, allied to the development of the proposed project, including assessing the financial option(s) for the construction, operationalization and maintenance of the infrastructure asset. The main study outputs from the contract will be: a) Technical Options Report; b) Economic Analysis & Financing Options Report; c) Environmental and Social Impact Assessment Report and d) Complete Feasibility Study Report.Ce projet vise à entreprendre une étude de faisabilité complète, une conception technique détaillée et une évaluation de l'impact environnemental et social (ESIA) pour la mise à niveau de la route Luuq -Dollow- Beled Hawo de 183 km de gravier à bitume standard. The strategic thrust is its emphasis on improving TVET infrastructure, building TVET system with a strong linkage with the labour market and improved coordination and governance. Thus, the Project seeks to reduce youth unemployment through strengthening technical and vocational skills development in order to enhance employability and contribute to inclusive green growth. The Bank’s intervention will contribute to addressing the funding gaps for TVET and reviving the TVET system which is critical for labour productivity and job creation. The Project has three components, namely: (i) Component 1 – Equitable Access to Quality TVET, (ii) Component 2- Entrepreneurship Development and (iii) Component 3 – Project Management. This is expected to increase capacity, improve quality, and build a pool of skilled workforce and entrepreneurs especially amongst the youth. The Project will also equip trainees with skills in climate resilient relevant fields to enhance climate resilience and contribute to low carbon emission and to green growth. The Project will adopt a strong demand driven approach to boost both self and wage employment of the labour force by developing strong partnerships with the industry and the private sector. Mogadishu’s peripheral districts host about 55% of the Internally Displaced Persons (IDPs) of which about 40% are youth. An estimated 1,300 youth will directly benefit from the Project interventions. It is designed with the following major components: (i) Installation of solar photovoltaic (PV) generators and battery storage, (ii) Construction of distribution lines and installation of transformers, including the connection of new customers, (iii) Dissemination of advanced biomass, and (iv) Undertaking technical assistance (TA) and capacity building. Implementing the above components will achieve the following project outputs: (i) 2,450 kWp PV and 4,750 kWh battery will be installed; (ii) 30.22 km (MV) and 24 km (LV) lines will be constructed, and 31 transformers will be installed; (iii) 15,000 new customers will be connected and 4,200 energy meters supplied to poor households; (iv) 25,000 improved cooking stoves will be disseminated; and (v) MoWER and ESP personnel will be trained. The total cost of the project is estimated at UA 6.45 million, including contingencies but net of taxes and duties.Le présent projet d'infrastructure répond à un besoin pressant d'accélérer et d'améliorer l'accès de la population somalienne à une source d'énergie plus fiable, plus résiliente, plus propre et plus abordable, tout en assurant une approche tenant compte de la dimension genre. Le coût total du projet est estimé à 6,45 millions d'UC hors taxes et droits, y compris les imprévus.The project development objective is to improve energy services in Somalia’s urban and rural communities, thereby contributing to economic growth and improved health outcomes, while reducing any adverse environmental impacts. This will involve the scaling-up of modern energy services to both urban and rural communities through the implementation of renewable energy, the expansion and reinforcement of the distribution network, and the dissemination of advanced cooking technologies. The project selected towns will cover primarily Eyl (Puntland), Dusamareeb (Galmudug), Jowhar (Hirshabelle), Barawe (South-West), and Bardhere (Jubbaland) areas. Close to 15,000 new households will be provided with an electricity supply, of which 4,200 low-income households will be provided with electricity meters paid for by the project. The project will also finance around 25,000 advanced cookstoves for dissemination. The main socio-economic impact of the proposed project is the utilization of mini-grid systems to increase electricity access and improve an efficient use of biomass fuels for cooking in the project area. This will contribute to economic growth, an improvement in the living conditions and health of the population, especially that of women and girls, and a reduction in environmental degradation, thereby reducing greenhouse gases (GHGs). The ultimate beneficiaries will be the agencies responsible for the Operation and Maintenance (O&M) of the project assets, namely the Electricity Service Providers (ESPs).
