Comoros - Decision Point Document HIPC Initiative

Comoros is emerging from a long period of political and institutional instability that has been marked by political infighting since independence in 1975. Recent political developments have helped to create political stability and enhance the central government’s authority over economic management and have allowed the normalization of engagement with key development partners. In this context, the Bank Group re-engagement in Comoros started in 2007 with an arrears clearance program that paved the way for the country to qualify for debt relief under the HIPC Initiative and helped develop a two-year Interim Country Strategy Paper 2009-2010. The strategy is in line with the Bank Group’s emphasis on enhanced commitment in fragile states aimed at mitigating the countries’ situation of fragility and assisting them to move towards a more stable political and economic development.
