OPEV undertook a synthesis of 14 Private Sector Extended Supervision Reports in 2010, based on XSRs prepared during 2008 – 2010, amounting to UA 274.4 million in commitments. OPEV’s Evaluation of the Bank’s Assistance to Agricultural Water Management in Ghana and Mali - Management Response

The Operations Evaluation Department (OPEV) conducted an evaluation of the Bank’s assistance to AWM covering the period 1990-2010, with particular focus on Ghana and Mali. The evaluation examined past experiences, drew lessons, and formulated recommendations to inform and guide the Bank’s future investments in this sector1 . The evaluation was guided by two main evaluation questions: (1) Has the Bank’s support for AWM produced sustainable results? and (2) what lessons can be learned that will improve the effectiveness of Bank support for AWM?

OPEV’s Evaluation of the Bank’s Implementation of the Paris Declaration Addendum - Management Response

The African Development Bank welcomes this independent evaluation of its implementation of the Paris Declaration on Aid Effectiveness. The evaluation concludes that the Bank has performed well on important dimensions of the Paris Declaration, particularly as regards supporting the ownership of regional member countries (RMCs) and engaging with stakeholders at the country level (harmonisation). The evaluation rightly points out the need for the Bank to continue internalising and operationalising the Paris principles as an integral part of the Bank’s policies and operations.

Evaluation of Policy-Based Operations in the African Development Bank, 1999-2009

This independent evaluation of policy-based operations (PBOs) was undertaken by the Operations Evaluation Department (OPEV) of the African Development Bank to examine how effectively PBOs have been used by the Bank over the period 1999 to 2009. The main focus of the evaluation is on the Bank’s own policies and procedures for the design and implementation of PBOs, and howthey compare with the experience of other development agencies and with emerging international best practice. The results of the evaluation will help to inform a new AfDB policy on PBOs, which is currently being developed.

Management Action Record on OPEV Evaluation(2008-2009) - Project Completion Reports

Management welcomes the evaluation by OPEV on the project completion reports (PCR) submitted between 2008 and 2009. The evaluation period coincides with the introduction of the revised guidelines and format for the preparation of the PCR. It therefore provides a good basis for assessing the early impacts of the revised guidelines and a strong foundation for a more comprehensive impact evaluation downstream.

Management welcomes this OPEV Review of Bank Assistance Effectiveness to the Health Sector(1987-2005) and finds its conclusions timely due to the following factors: a) it coincides with the work of the High Level Panel and its possible conclusions on the issue of the Bank’s Comparative Advantage ; b) it tallies with the beginning of the negotiations for ADF XI and the accompanying definition of new sectoral strategies; c) the development of a new Strategic Plan for the Bank covering the period 2008-2012 ; and d) the Bank’s current health policy is due for updating in 2007.
