Ethiopia - Basic Services Transformation Programme - Appraisal Report
million to the Federal Democratic Republic of Ethiopia to finance the Basic Services Transformation Programme (BSTP). This is a Sector Budget Support (SBS) designed to progress the efforts toward efficient decentralized basic service delivery by the Government of Ethiopia (GoE). The SBS will be implemented in Fiscal Year (FY) 2015/16 to FY2017/18. Since 2006, the Bank has been supporting Ethiopia’s decentralised basic services through the Protection of Basic Services (PBS) Programme I and II (2006-2011) and Promoting Basic Services III (PBS III - 2012-2014). The PBS has contributed to significant results, including reduction in child mortality, increased net enrolment rates (NERs) and increased the share of rural population with access to clean water. The success of these programmes has enabled Ethiopia’s progress of “on track” to meeting several MDGs targets (see Table 2 and Technical Annex 9). The BSTP consolidates and will scale up these achievements. The programme was jointly designed with the Government in consultation with Development Partners (DPs) and Civil Society Organizations (CSOs).
