The Project will comprise three components: a) Wastewater Treatment Plant Upgrading and Expansion, b) Environment, Climate Change and Institutional Support, and c) Project Management and Engineering Services, with the following details: a) Wastewater Infrastructure Upgrading and Expansion: These works will consist of (i) upgrading the existing 1.2 million m3/d primary treatment plant in Abu Rawash WWTP to secondary treatment and ii) expand the existing plant capacity by additional 400,000 m3/d to reach a total plant capacity of 1.6 million m3/day with primary and secondary treatments. [Estimated cost US$ 386.6 million] b) Environment, Climate Change and Institutional Support: This component will include (i) capacity building technical assistance to address critical shortcomings at Construction Authority for Potable Water and Wastewater (CAPW), Holding Company for Water and Wastewater, (ii) public outreach to sensitize communities, water user associations, agricultural committees on good practices and benefits of the project, (iii) support to address regulatory weaknesses, promote a safe re-use of effluent, undertake studies to identify and design agricultural interventions for the benefit of the existing communities, and (iv) carry out feasibility study for the Sludge Management Facility. To promote gender diversity and inclusion, attention is provided under this component to reduce gender inequality in terms of skills, training access and job opportunities in the workforce in the water and sanitation sector. [Estimated cost US$ 2.2 million] c) Project Management and Engineering Services: This component will include project management functions (contract administration, financial management, stakeholder coordination) by CAPW and recruitment of two consultants. (i) An external auditing firm to undertake annual audit of the project, and (ii) an engineering consultancy firm to supervise the construction of the new facilities, operation and maintenance and the implementation of the environmental, safeguard, and Social Management Plan during the construction and operation phases, and administer the construction contracts. The development objective is to protect the environment and water resource from pollution and to reduce health risks due to discharge of un-treated wastewater to the drains and canals, and enhance water re-use. This will contribute towards the attainment of the Sustainable Development Goals (SDGs) and enhance socio-economic development and food security. The specific objective of the Abu Rawash Wastewater Treatment Plant project is two fold: a) upgrade or improve the quality of existing primary treatment system of 1.2 million m3 per day to include secondary treatment, and b) increase or expand the treatment plant's capacity from 1.2 million m3 to 1.6 million m3 per day of both primary and secondary treatment. Provision of secondary treatment facilities is essential to meet effluent standards of Egypt and to improve the water quality environment of the drainage system. The treated wastewater can be used in agriculture activities and therefore will contribute to the improvement of livelihood and income generating for the surrounding communities with a significant positive impact on health. The project will be able to create more than 500 job opportunities during construction and about 500 jobs during the operation phase, with more emphasis to recruit fresh graduates, contributing to income generation to the local communities. The project will benefit more than 8 million people (men, women and children) in the broader project service area covering eastern side of the River Nile, Cairo- Alexandria Desert Road, mainly in the Giza Governorate in the West Bank of the River Nile. It will serve the areas of: Embaba, Agouza, Dokki, Giza, Boulaq, Haram, Giza Markaz, Embaba Markaz, Markaz, Oseem, Warraq, Omrania and Kerdasa, as well as Zayed City, currently part of 6th October Governorate.
Egypt's development strategy is built around the "Sustainable Development Strategy: 2030 Vision", the five-year Macroeconomic Framework and Strategy (MFS FY14/15-FY18/19), and the Cabinet's comprehensive reform program. The strategy aims to correct macroeconomic imbalances, address social inclusion, and achieve high, sustainable and well-diversified growth. It is designed to address four key challenges: (i) a large population with growing basic needs and high social, spatial and economic expectations; (ii) a difficult macroeconomic situation that has constrained fiscal space; (iii) insufficient and inefficient infrastructure; and (iv) a weak business environment that undermines competiveness, growth, and job creation. The proposed operation is aligned with this strategic framework and it is one of those priority projects identified in the strategy. Meanehile, Egypt is currently updating the NWRP to cover the period up to 2037. The current National Water Resources Plan (NWRP) produced in 2005 covering the period until 2017. The emphasis of the NWRP was to layout the principles and actions of how Egypt would safeguard its natural water resources in terms of quantity and quality and how it would utilize the resources to advance its socio economic development while preserving the environment and ecosystem. The plan was based on the Integrated Water Resources Management (IWRM) principles. The new updated NWRP is not expected to depart significantly from the current version but it will focus on four strategic pillars: (i) enhance and ensure availability of freshwater; (ii) Improve quality of water resources; (iii) improve efficiency of use of water; and (iv) improve the enabling environment for IWRM planning and implementation. The proposed operation is aligned with all of these pillars at various degree of significance.
